Benet Beci is another majority official under formal indictment by the Special Prosecution Office.

According to documents available to VoxNews, the mayor of Shkodra has ordered his subordinates to prepare an online propaganda campaign for "work completed over the last 2 years." A campaign that aims to tarnish the mayor's own image, which has been greatly "tainted" by the SPAK file.

In recent days, the Municipality of Shkodra has opened a procedure with the object of "video production for online marketing campaigns". The production of 3 promotional videos is required, specifically for several projects that the Municipality of Shkodra has completed or is currently in progress. From those videos that all socialists make comparing "how it was vs how it is".

A model that began with the Mayor of Tirana, Erion Veliaj, and was later followed by Prime Minister Edi Rama himself or currently by his deputy, Belinda Balluku.

In addition to the videos, the Municipality of Shkodra also requires the creation of a campaign manager, visual and textual content for the videos. It also wants the natural person or company that will be declared the winner to manage the advertising or sponsorship budget on the internet.

In the accompanying documents, researched by VoxNews, the Municipality of Shkodra requests that the firm carry out the overall promotion of the city of Shkodra with maximum quality. It even requests the areas of Shiroka, Velipoja, or even Theth.

“The bidder must implement a complete online marketing campaign, which includes the creation of three promotional videos. Create a sense of pride, inspiration and love for the city. Requires human faces, artisans, old architecture, church, mosque, museum. Fast pace, changing scenes every 2–3 seconds. Original ambient sounds (footsteps, voices, bicycles, children, water),” the documents state.

The creation and management of a social media campaign is also required. "Mandatory platforms on Facebook and Instagram.

Targeting age groups 20-50, interested in cultural events, gastronomy and social activities. Ad types: image ads, video ads, carousel ads, story ads," the documents state.

Paid advertising, digital sponsorship is also required.
