The head of the Albanian Development Fund, Dritan Agolli, has become "untouchable" to this day, because with the projects he has built and is building, always with state funds or foreign loans paid by taxpayers, he is turning into an oligarch, making a living for his family and the people close to him. In most of the state projects of the ADF there is always a bar, restaurant or even a hotel.

The buildings that have been designed or are being built throughout Albania, starting from Tirana, Përmet, Shkodra, Divjaka, Durrës, Bulqiza, Saranda, etc., have luxurious interiors, which if you look at the models look more like resorts and not like service facilities that serve the community. When the Albanian Development Fund was created, initially during the "Berisha" government and then followed by "Rama 1", where despite the political rotation, the leadership was once again entrusted to Benet Beci, the mission was the development of regions or small towns.

The ADF has built rural roads, sidewalks and squares in towns and villages, and even facades or even utilitarian buildings for communities. Initially, nurseries, schools or kindergartens were built. Then parking lots or roads in small towns in Albania, which they were unable to build with the money they collected from taxes.

But, time passed and during the government of "Rama 2, 3 and 4" the mission has changed. A former senior director of the Municipality of Tirana, Dritan Agolli, who has also been CEO of a private construction company for a long time, has taken over the management of the ADF. Now the objective of Agolli or those who support him is luxury, focusing on projects throughout Albania, targeting tourist sites and attractions.

According to documents available to VoxNews, the ADF has opened another controversial tender, after the projects in Saranda and Divjaka, where it will build 5-star hotels. This is a project to support the establishment of integrated rural development poles in partnership with local self-government units and other local and central actors.

The tender is for the construction of the apple knowledge and agrotourism farm, Korça, first phase. The limit fund for the construction is 236 million lek, or about 2.4 million euros. It is learned that the financing of this facility is foreseen in the budget programs for the period 2025-2027.

Natyrisht ashtu siç ka ndodhur me të gjitha pasuritë publike, edhe ky ndërtim është i destinuar të shkojë te të njëjta duar, por kësaj herë investimi do të bëhet nga shteti dhe privati vetëm do t’a menaxhojë.

Një tip mini koncesioni, ku deri më sot për të gjithë projektet e luksit, nuk ka një publikim apo sqarim se si do të funksionojë. Agolli tashmë mendon si një biznesmen, duke qenë se me turizëm merret djali dhe bashkëshortja e tij. Tashmë në krye të një institucioni shtetëror, ai ka bërë një mori ndërtesash, brenda të cilave ka bërë bare, restorante apo hotele.

VoxNews ka raportuar në vijimësi për projektet e FSHZH-së në Llixhat e Bënjës, në Sarandë, Vlorë apo edhe në rrethinat e Tiranë. Restorant dhe bar është bërë edhe në parkun Retro në Bulqizë, ku të gjitha ndërtimet janë bërë me paratë e taksave të shqiptarëve, të cilët po e shohin veten dita-ditës vetëm për të mbijetuar.

Pak kohë më parë, Agolli “kopjoi” biznesmenin Behgjet Pacolli, i cili para disa kohësh publikoi një mega projekt për një resort të stërmadh në zonën e plazhit dhe pishave në Divjakë. Kësaj herë, sërish me paratë e shqiptarëve, Agolli po ndërton një hotel, restorant, bar dhe pishinë në një zonë kodrinore.

Tashmë radha i erdhi Korçës, ku në zonat përreth qytetit do të ndërtohet një fermë e madhe me bare, restorante e gjithçka tjetër. “Ky projekt synon krijimin e një ferme moderne të mollëve, duke përdorur teknika të avancuara të bujqësisë dhe një dizajn arkitektonik që mbështet qëndrueshmërinë dhe integrimin në mjedisin natyror. Ferma e Mollëve do të jetë një vend i hapur për të gjithë. Për fermerët, do të ofrohet mundësi për të mësuar. Për konsumatorët, ferma do të sigurojë produkte të freskëta dhe të cilësisë së lartë, duke i siguruar konsumatorëve ushqim të shëndetshëm dhe të prodhuar lokalisht. Për turistët, ferma do të jetë një vend atraktiv turistik duke ofruar mundësi për rekreacion, edukim dhe gastronomi” thuhet në dokument.

Në dokumente, FSHZH shkruan se zona ku do të zhvillohet projekti i “Fermës së Dijes” ndodhet në afërsi të fshatit Qatrom, vetëm 5.4 km larg qytetit të Korçës. “Terreni ku do të ngrihet ferma e mollëve karakterizohet nga një topografi e lehtë, me tokë pjellore dhe akses ndaj burimeve të ujit. Zona është e pandërtuar dhe rrethohet nga një rrugë perimetrale e pashtruar. Ajo ndodhet shumë pranërrugës interurbane, por është e nevojshme një infrastrukturë rrugore për aksesin në Fermën e Mollëve” thuhet në dokument.
