Average hourly labor costs in the European Union continue to rise, deepening the differences between member countries and economies in the region.

According to data published by Eurostat, in 2025 the average cost per working hour reached 34.9 euros in the EU and 38.2 euros in the eurozone, up from 33.5 and 36.8 euros respectively a year earlier.

Differences between countries remain marked, with the lowest levels in Bulgaria at 12.0 euros per hour, Romania at 13.6 euros and Hungary at 15.2 euros, while on the other hand Luxembourg leads with 56.8 euros per hour, followed by Denmark at 51.7 euros and the Netherlands at 47.9 euros.

Although Albania is not included in this statistic, according to ekofin.al calculations, based on the average salary in the country at the end of 2025 of around 84,000 lek or 875 Euros, the difference with EU countries is significant.

Considering an average of 40 hours of work per week and about 22 working days per month, the hourly wage in Albania is around 5 euros. This level is several times lower than the EU average of 34.9 euros per hour, placing Albania significantly below even the countries with the lowest costs in the Union.

These data reflect the large gap in productivity and wage levels between Albania and European economies, while underlining the challenges for the labor market and the standard of living in the country. The deep difference in labor costs remains one of the main factors affecting economic competitiveness, labor migration and Albania's convergence with the European Union countries. /ekofin.al
