The Council of Ministers today approved the decision to determine the evaluation criteria, deadlines, competition procedure and scoring methodology for granting licenses for the online sports betting category, in accordance with the law "On Games of Chance in the Republic of Albania".

According to the decision, applications will be evaluated on the basis of five main criteria: economic offer (30 points), experience in the field of gambling (30 points), business plan for online activity (5 points), organizational and administrative capacities (20 points), as well as capacities for software solutions and international certifications (15 points). The maximum total points for each application are 100.

The competitive procedure is organized by the Gaming Supervisory Authority (AMLF) and the Licensing Commission, including the publication of the call for competition on the AMLF's official website, in two international newspapers and in the Public Notices Bulletin. Applications are submitted by legal entities registered as joint-stock companies within a 45-day deadline.

The Licensing Commission, after verifying and evaluating the submitted documentation, will rank the applicants according to the points obtained and announce the winner. In case of complaints, the Minister of Finance has the authority to create an ad hoc commission to review them.

This decision enters into force upon publication in the "Official Gazette" and charges the Ministry of Finance, AMLF and the Licensing Commission with its implementation.
