The government approves the construction of a 30 MW photovoltaic power plant in Ersekë

Today's Council of Ministers meeting, in addition to dismissing Erion Veliaj as mayor of Tirana, also made several other decisions.

One of these decisions is the approval of the construction of a 30 MW photovoltaic power plant in the Erseka area.

The construction and commissioning time of the photovoltaic plant is estimated at 36 months. Its operating period will be 49 years.

Meanwhile, the operator "IDI 2005" sh.pk, which has undertaken the construction of this photovoltaic power plant, is obliged to report every three months on the progress of the works, to respect environmental conditions and to submit contract security in the amount of 5% of the investment.

ON THE APPROVAL OF THE CONSTRUCTION OF A PHOTOVOLTAIC ELECTRICITY GENERATION PLANT AND AUXILIARY WORKS, WHICH IS NOT A CONCESSION OBJECT, IN CADASTRAL ZONE 3038, VILLAGE OF POVELÇË, ADMINISTRATIVE UNIT OF DËRMENAS, MUNICIPALITY OF FIER, DISTRICT OF FIER, BY THE COMPANY “IDI 2005”, LLC

In accordance with Article 100 of the Constitution and point 1, Article 49, of Law No. 43/2015, “On the Electricity Sector”, as amended, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Council of Ministers

DECIDED:

Approval of the construction of a photovoltaic power generation plant and ancillary works, which is not subject to concession and does not benefit from support measures, in cadastral area 3038, Povelçë village, Dërmenas administrative unit, Fier Municipality, Fier District, by the company "IDI 2005", sh.pk, with the elements as follows:

a) Name of the applicant: Company “IDI 2005”, sh.pk;

b) NIPT/NUIS: K61507510N;

c) Type of power plant: Photovoltaic;

ç) Installed capacity: 8.8MW;

d) Expected deadline for commissioning and obtaining a construction permit: The time for construction, obtaining a construction permit and commissioning the photovoltaic plant will be within 36 (thirty-six) months from the entry into force of this decision;

dh) Location of the energy generating source: In cadastral zone 3038, Povelçë village, Dërmenas administrative unit, Fier Municipality, Fier District;

e) Operation period: 49 (forty-nine) years from the entry into force of this decision;

ë) Land coordinates and zoning plan according to Annex 1, attached to this decision;

f) The Ministry of Infrastructure and Energy and the National Agency of Natural Resources have the right to exercise general supervision with 3-month deadlines during the implementation, commissioning and operation, with the aim of verifying that the progress of the works, quality, conformity and operation are in accordance with the general implementation program and project documentation;

g) The company "IDI 2005", sh.pk, has the obligation to:

i. to periodically (every three months) submit to the Ministry of Infrastructure and Energy and the National Agency for Natural Resources information on the progress of the construction of the photovoltaic power plant;

ii. to respect the conditions cited in the permits, licenses and prior environmental authorizations issued by the responsible national institutions;

iii. to submit the contract security, in the amount of not less than 5% of the investment value, before signing the contract between the company “IDI 2005”, sh.pk, and the ministry. This contract defines the rights and obligations of the parties for the implementation of this project, the penalties in case of non-implementation, as well as other issues related to its implementation;

iv. to provide free of charge, in the form of royalty, to the ministry responsible for energy the amount of electricity, at the rate of 2 (two) % of the annual amount of electricity production or its conversion into monetary value. In the case of conversion into monetary value, the amount must be paid entirely into the state budget;

v. to comply with the requirement, as applicable, that a portion of the production of the energy generating source be sold to the public supplier, in accordance with applicable legislation.

The Ministry of Infrastructure and Energy and the company "IDI 2005", sh.pk, are responsible for the implementation of this decision.

This decision enters into force immediately and is published in the "Official Gazette".
