Produce for yourself, sell the excess to your neighbor. The new energy law introduces the "active customer"

The Ministry of Infrastructure and Energy has a new law for the energy sector ready. The draft report released for public consultation states that the objective of the proposed provisions is to align Albanian legislation with four legal acts of the European Union, which deal with the energy sector.

The proposed variant introduces for the first time the concept of an active customer. According to the draft law, an active customer is an end customer who not only consumes electricity, but also produces and sells it, provided that the production of electricity is not their primary activity.

The current law obliges self-producers to only feed their excess energy into the public grid. In the proposed bill, self-producers can sell it directly to other customers in the same location as them.

The draft states that through the concept of the active customer, energy communities and dynamic price contracts, real opportunities are created for increasing the participation of citizens and businesses in the market and for market decentralization, while also providing for an increase in the powers of the Energy Regulatory Authority.
