Deep problems in the Cadastre, most improvement measures are not implemented

The local offices of the State Cadastre Agency have not implemented the recommendations of the SAI regarding the required measures to improve property administration and the legalization process.

According to the audit report, most of the recommendations given by the SAI in previous audits have not been implemented by the audited institutions.

The audit included seven local cadastral directorates: Tirana South, Tirana North, Tirana Rural I, Tirana Rural II, Kamëz–Vorë, Shkodër and Durrës.

In total, 359 measures were recommended from the compliance audits conducted in these institutions to improve administrative procedures, strengthen institutional control, and respect the legal framework that regulates the process of property registration and legalization.

The audit analysis shows that out of 309 recommendations verified within the thematic audit, institutions have accepted for implementation 303 of them, or about 98 percent of the total. However, the real level of implementation of these recommendations remains very low.

According to the report, only 66 recommendations have been fully implemented, representing about 21.3 percent of the total. Another portion of the recommendations have been partially implemented or are still in the process of implementation, while 193 recommendations have not been implemented.

This means that around 62.5 percent of the recommendations made by the SAI to improve the functioning of local cadastre directorates have not been implemented, despite the fact that the institutions have stated that they have accepted them.

The audit highlights that the recommendations include organizational measures, measures for more efficient use of public funds, as well as disciplinary measures against employees for violations found during previous audits. However, the level of implementation remains low in almost all categories of recommendations.

The report highlights that the implementation of audit recommendations is an essential element for improving property administration and increasing transparency in the processes of legalization and registration of immovable property.

In this context, the SAI has once again requested from the audited institutions to take concrete measures to implement the pending recommendations and to strengthen administrative control in the local cadastre directorates. / ekofin.al
