The 2025 budget is expected to reach a total of 822.7 billion ALL, which is about 31.4% of GDP. But if we divide expenses by category, what are the priorities and financial plans for the next year?

The figures show that the expenses for personnel in the public administration are planned at 127.6 billion ALL or 4.9% of GDP, including the effects of the salary increase policy starting in 2023. Meanwhile, 68.5 billion ALL are planned for interest expenses , which represent 2.6% of GDP, including a reserve for covering risks from changes in interest rates and exchange rates.

On the other hand, local budget expenditures for 2025 are expected to increase by 13.2% compared to 2024, reaching ALL 89.9 billion or 3.43% of GDP. This increased support reflects the commitment to empower local government in meeting community needs through the grant amounting to ALL 43.1 billion, a significant increase of 18% compared to the previous year.

Operating and maintenance expenditure for 2025 is estimated at 71.3 billion ALL, or 2.7% of GDP, which supports priority projects such as the farmers' scheme, road maintenance and information technology, as well as other social and economic policies .

For social funds, including social and health insurance, the 2025 budget foresees 263.8 billion ALL, from 249 billion projected last year. The fund dedicated to the indexation of pensions will be 1.6 billion ALL, while that of the year-end bonus is expected to reach the value of 3.75 billion ALL. A simple calculation shows that the bonus for a pensioner will be ALL 5,281. On the other hand, public investments are expected to reach 161.8 billion ALL or 6.2% of GDP, marking an increase of 11 billion ALL compared to the revised 2024 budget.

The analysis of "Scan Intel" shows that most of the 2025 budget will be dedicated to special funds, which include total expenses for social insurance funds, health and compensation in value of former owners, in the amount of 263.8 billion lek . This budget item also represents support for retirees, includes indexation of pensions and end-of-year bonus.

After social funds, public investments, which include infrastructural and development projects, with a value of 161.8 billion lek, have a high priority. This shows the government's focus to improve infrastructure and drive long-term economic growth.
