Just 1 month after being appointed to the position, the new administrator of Vlora Airport has submitted his irrevocable resignation. Kapitali has learned that a week ago, Mentor Hajdaraj submitted his irrevocable resignation from the position of administrator of the VIA company, which manages the strategic project of Vlora International Airport.

"Starting from the date of this notice, I waive any legal, financial and moral responsibility for any decision, action or agreement that may be taken by you or on behalf of this previous collaboration."

Mr. Hajdaraj was appointed to this position on September 1, according to a unilateral decision by the shareholder Mabco Construction Sa Behgjet Pacolli, but he chose to leave, motivating his departure with personal reasons, although this variant is difficult to believe, since Mr. Hajdaraj had only been in this position for a month.

This is also considering the fact that Hajdaraj's resignation comes only a short time after his predecessor, Valon Lluka, Behgjet Pacolli's right-hand man for more than 18 years and administrator of most of his companies, was suddenly and arbitrarily dismissed from the management of the Vlora International Airport company.

Mr. Lluka's dismissal was not related to a lack of performance or professional skills; on the contrary, he was one of Pacolli's most trusted figures. The real reason is related to the conflict that erupted over the division of quotas between the two shareholders of the airport, Behgjet Pacolli and Valon Ademi.

Immediately after the dismissal, Mr. Lluka, through a public reaction, publicly accused Behgjet Pacolli of serious deviation from the principles of good governance.

These two successive resignations and dismissals are not accidental. They testify to the serious conflict that has erupted between the two Behgjet Pacolli and Valon Ademi over the division of shares. Currently, the ownership of the airport is divided 98 percent for Pacolli and 2 percent for Valon Ademi through their respective companies. But Ademi claims that he owns 47 percent of the shares, due to the investments he has made in the construction of the airport.

According to the newspaper Tema, there is a notarial contract between the two shareholders for the division of shares in this ratio, signed two years ago, when the Turkish company Yda Group left the concession. But the contract has not been registered with the Central Bank. It is said that one of the reasons why Pacolli dismissed Valon Lluka was precisely the fact that the latter requested that the new division of quotas be registered with the Central Bank.

Now Behgjet Pacolli seems to be in conflict with everyone and is eliminating every independent figure from decision-making for the consolidation and full personal control over a national strategic project with dubious goals. This is a serious scandal that violates public trust, endangers the integrity of a strategic investment for Albania. But above all, this conflict has indefinitely suspended the construction of the Vlora Airport, which should have been opened last summer and which now risks never being completed.
