The Ministry of Health and Social Protection has drawn up and issued for public consultation the national strategy 2024-2030, which addresses a number of problems up to now, providing the corresponding solutions.

The document states that, evaluations show that the scoring formula does not adequately respond to the current economic and social context, appearing outdated in terms of the eligibility criteria provided for in it.

The use of the scoring formula has produced a significant result related to the reduction of the unfair benefit of economic assistance, while social administrators confirm that it has worked well for urban areas, but it has been evidenced that there is a possibility of the exclusion of poor families, especially in rural areas, single-person families and those with members of the 50-55 age group who have difficulty finding employment.

According to the drafters of this document, the non-disclosure of the clear form of the scoring formula creates problems for transparency, as well as influences the assessment of the effectiveness of the scoring formula to be truncated in terms of targeting. It is judged that after five years of application, the scoring formula is not completely unknown to the social administrators and there is the possibility of subjective influence on the applicants to declare conditions that make them winners.

The regional concentration of poverty in areas where the local government has a lack of fiscal space for support with its own funds, as well as low employment and service opportunities require a differentiated support system based on the local context.

Meanwhile, it is established that, the measure of aid payment, although it has undergone continuous growth throughout the last decade, including the increases made in the framework of measures to cope with the negative effects of the pandemic, or for the support of certain groups with a degree of vulnerability of adults such as mothers with many children or victims of domestic violence, is still low. However, the payment of economic aid is still low in relation to the income limit at risk of poverty or the minimum wage.

The impact of the economic assistance program on reducing the risk of poverty is limited, while the data prove that unemployed individuals, families with many dependent children and families headed by economically inactive women, due to their engagement in work unpaid in the family are more at risk of falling into poverty.
