Although the government has not drawn up a real fiscal package for 2025, because the changes foreseen in taxes are reflected in the medium-term revenue strategy, new taxes that were approved earlier will come into force, which will bring more funds in the budget.

Referring to the budget report for the next year, among the fiscal policy measures provided for in this budget are tax laws approved in previous packages and which bring effects on income in 2025, as well as income from the effect of budget policies.

Specifically, the implementation of the law on excise duties, related to cigarettes and tobacco, has a calendar for the years 2022-2026 regarding the increase of the excise duty level every year. For the year 2025, additional income from the implementation of the excise tax increase calendar is foreseen in the amount of 852 million ALL, as well as 20% VAT on this increased excise amount.

Also, in the revenue budget of 2025, it is planned to generate 2 billion additional lek from the implementation of the changes in the law "On gambling and casinos", which were approved during this year.

The estimated additional revenues include both the national programmed registration taxes of operators that will operate in the field of sports betting, and the revenues from the tax on gambling-online sports betting that will be paid by the entities that will be licensed.

On the other hand, from July 1, 2024, the second budget reform of salary increase in the state administration was implemented. The increase in the salary fund for the state administration has an effect on income from the salary tax and social and health insurance contributions. For the year 2025, it is predicted that the first 7 months, the effect on income will be 6.3 billion ALL, of which 2 billion ALL are income from salary tax and about 4.3 billion ALL are income from contributions .
