The government intends to use artificial intelligence in some work processes of the public administration aimed at aligning some legal and regulatory aspects of the Albanian framework with that of the European Union. The National Agency of the Information Society opened this Thursday the tender with a limit fund of 279 million ALL or about 2.6 million euros with the object "The use of Artificial Intelligence in the process of Transposition of the Act for European Integration".
In the procedure documents, it is underlined that "the general objective of this project is the implementation of AI technology in public institutions in order to accelerate the process of transposition of EU acts. The provision of this service through the use of NLP (Natural Language Processing) capacities, will enable the automation, collection, selection of all acts/laws brought by the EU and access to these codes at any time and from any device by all actors of involved in these processes"
Specifically, this automation according to ANA includes the addition of AI technology to public institutions for the management of requests and the provision of desired information, obtained from EU acts to all users of the platform throughout the duration of this project.
Basically, the goal of this initiative is the configuration of a platform for public institutions that puts Artificial Intelligence (AI) to use in order to reduce the administrative burden of transposing EU legislation. Similarly, the use of AI in the preparation of acts for approximation , in the processes of: grouping and categorization of Acts/Regulations of the Acquis, filtering of information according to priority and translation of acts.
Another goal is to use AI in comparing the current Albanian legislation with that of the Acquis to identify: gaps, inconsistencies, and similarities as well as in drafting a legal intervention and/or policy alignment in our system.
The reason for this initiative is related to the fact that already at this new stage Albania has to speed up the process for the transposition of the Acquis while the volume of work remains high.
"The level of alignment of the EU Acquis in our legal system remains low, with a current speed of drafting closer approximation legislation of more than 60 acts per year. Starting the negotiation process in July 2022, Albania should speed up the alignment process, therefore:
There is a need for Albania to accelerate EU integration (especially to join the Single Market) – such a need can be supported by optimizing time and resources during the negotiation process
Albania may seek to adopt technological tools to reduce the administrative burden of transposing EU legislation in the Albanian context, etc.
Artificial Intelligence (AI) can play an important role in supporting the extension of the EU Acquis in Albania; The implementation of an AI system would make it possible to automate the work processes of the approximation of related legal acts, such as the assessment of the impact of the EU Acquis, the identification of gaps, analysis and even the provision of some paralegal activities (drafting) and other supporting" the document states.
