The State Cadastre Agency (ASH) today presented its new communication strategy, a document drafted with the support of the Council of Europe, which aims to improve transparency and strengthen relations with citizens.

During the presentation, the General Director of the Albanian Civil Service Commission, Ms. Lorena Goxhobelli, emphasized the importance of this strategy, describing it as a first, but important step for the modernization of the institution and the creation of more direct communication with citizens.

The new strategy aims to bring about a significant transformation in the way ASHK communicates and interacts with citizens. To achieve this goal, human resources will be reorganized, ensuring better management of information and responses to citizens' requests. The toll-free telephone line will also be strengthened, which will ensure more direct and efficient communication for any questions or concerns citizens may have.

Special attention will be paid to clear and understandable information by creating audio-visual materials and orientation guides, which will help citizens to more easily understand the procedures and services offered by the agency. In parallel, the presence and engagement on social networks is expected to increase significantly, offering a more dynamic and interactive communication.

As part of improving access to services, the official website of the Albanian Civil Service Commission will be completely restructured, becoming simpler for users and more accessible to everyone. The aim is for every citizen to be able to obtain the necessary information quickly and securely, without excessive bureaucracy and without unnecessary delays.

ASHK is experiencing a major transformation – emphasized Ms. Goxhobelli, with the initial registration of properties and the full digitalization of data as two key pillars of this change. The objective is to complete the digitalization of cadastral maps by 2026, while by June of next year, the ownership cards and technical-legal documentation will be digitalized.

"For us, it is essential that every citizen feels that this institution is at their service, and not the other way around. Trust is not sought with words, but is earned with work and concrete results. Therefore, this communication strategy comes at an important moment and will help us build a new relationship with citizens, based on transparency, respect and mutual trust," she concluded.
