The relationship between the state as a contractor and a concessionaire as a contracted is regulated through a contract, in which the obligations and rights of the parties are determined.

Such a contract was also signed between the Albanian state and the concessionaire Albanian Highway Concession for the maintenance of the Milot-Morina axis, which also regulates the collection of the toll for each category of motor vehicles.

Point 11.4.4A of the contract stipulates that the concessionaire has the obligation to revise the exchange rate between the euro and the lek in case of a +/- 5% change within a given period.

We all know what happened to the exchange rate from 2018 when the fee collection began (when the exchange rate was 132) until today, but the exchange rate in Kalimash has not been revised.

The Ministry of Infrastructure has the obligation to monitor the implementation of the contract by the concessionaire!

Keeping the fixed rate of 132 lek for 1 euro, even though today it is 107 lek, shows how much they put the water on fire to force the private sector to review the exchange rate.

Without the tolerance of MIE, they would not have the courage to do what they are doing.

The question that is often asked when such complaints are made on social networks is: What can you do to change this situation?

- I have made many requests for information in MIE regarding this concession. In any case, they have tried to close my doors by forcing me to involve the Commissioner for the Right to Information.

However, I got enough info.

-I have forced the Commissioner (by law) to call the Concessionaire and the MIE in front of me in a hearing regarding the failure to provide the required information about the road.

- The commissioner pretended and left it as an issue at the end.

I have information about everything that is happening with the maintenance of the National Road. Even bridges...!

Someone suggested me to go file a lawsuit in SPAK with the file I had in hand!

In fact, the journalist has no reason to sue SPAK, the journalist publishes what he has in hand, that is his duty, while the duty of the prosecutors is to start investigations if they see that there is a violation.

What is happening with the exchange rate at the bar in Kalimash is a flagrant violation and open extortion!

I know how to say and try, but this is not a personal issue, it is an issue that should concern everyone..even those 1000-2000 people who LIKE a news about the earth being flat..!
