It is a well-known fact that in the decentralization process, even formally, important public assets, functions and public services, including housing, have been transferred from the government to the local government. Even the propaganda of the first five years made extremely optimistic calculations, such as. "80 million euros per year would be saved by reducing the number of local government units to only 61 municipalities."
Indeed, time proved that it was all "a failure", because today we are talking about municipalities that provide basic services only to the population of the main housing centers, abandoning others; for municipalities that do not regularly collect taxes according to the law; for municipalities that employ militants, patronage or simply nepotistic networks of mayors-owners of power; for municipalities that have increased debt to third parties through tenders without having the financial funds available, becoming a threat to public debt as a whole; for municipalities that grant highly controversial multi-year concessions that exceed several times their governing mandate, for municipalities that alienate public and even private land, land and property (remember the illegal and almost forgotten expropriations by politics and the media,
In this climate of serious failures for which the local government must be held accountable and strictly overseen by local parliaments - municipal councils and the Albanian Parliament, comes the proposal for the development of municipal property through private construction companies. Indeed, this step, which covers the aggression of the oligarchy against the properties still accidentally left in the hands of the state, is doing nothing but justifying the steps taken in Tirana and other cities by the local government for the illegal alienation of these lands. of lands in their favor (oligarchs) through their exchange of land and plots in other less favored areas, sale by negotiation / corrupt donation and without competition of some other parts, illegal expropriation in the name of "development of property for the public good" of any private area, thus violating the constitutionality and sanctity of private property. In these circumstances, comes today's proposal of Mr. Rama, that "… municipalities should cooperate with construction companies and build social housing, in order to provide solutions to the homeless in the cities, and on the other hand, by selling the apartments, funds are collected for the municipality".
In these circumstances, I think that today's government proposal for a wider involvement of the business community in the development of local properties, rather than bringing any new and promised development, legitimizes the existing situation that lies at the boundaries between formal legality and illegality. As such, this proposal can be nothing more than indirect privatization and making these properties available to the oligarchs, who even without this decision, significantly control most of the public assets, public procurement, appointments to the top administration local and central get together.
