For a long time there has been a concern about the technical condition of the dams in the country.

This concern becomes evident every time there is an increase in water flows and rains, but recently, in an official document, the government admits that a good part of the dams in the country, including those related to agriculture, pose a serious threat and require urgent intervention.

"An assessment made for the technical condition of 626 dams, resulted in the conclusion that 410 (or 65% of the total number) show significant technical problems and require urgent attention. Water drainage has also deteriorated due to the flooding of drainage canals and the reduction of the drainage capacity of hydrovores. The situation is expected to worsen further due to climate change, which has been reflected in extreme weather phenomena," the document states.

Some of the dams are subordinate to the Ministry of Agriculture. Specifically, according to the official data reported by the document in Albania, there are 362 dams higher than 15 m with populated areas below them.

"They are relatively old, especially those under the Ministry of Agriculture and Rural Development or the local government, which make up about 90% of the dams and are therefore more vulnerable to seismic activity. Also, the construction of new dams is required, some of which in areas exposed to seismic risk from a geological point of view," the document states.

But the human hand with interventions in unauthorized constructions or unstudied urbanization seems to have increased the risk as well. The document underlines that it is estimated that there is a significant number of unauthorized constructions in the infrastructure of irrigation, drainage and flood protection.

"Urbanization and human intervention on the one hand, natural degradation on the other hand, have made many of the protection infrastructures out of order or semi-functional, in an environment where the frequency, severity and geographical distribution of floods are increasing," the strategy underlines.

In general, it has been requested that a reassessment of the condition of dams over 20 years old be made and that emergency intervention be made in those cases when the situation appears more problematic./Monitor
