The former mayor of Lezha, Fran Frrokaj, has escaped. He should have been returned to prison to serve the GJKKO Appeals sentence of 2 years and 8 months for the alienation of 66 thousand m2 of land in Rana e Hedhun.
Sources for Report TV indicate that Frrokaj was not found in the apartment during the searches carried out to execute the SPAK order for his return to the cell.
According to information and verifications by the Special Prosecution Office in the TIMS system, Frrokaj is located in the territory of Albania. Meanwhile, searches continue to find and return the former democratic mayor of Lezha to his cell.
On December 23, the Special Appeal sentenced Frrokaj to 2 years and 8 months in prison, finding him guilty of the alienation of 66 thousand square meters of land at 'Rana e Hedhun' in Lezha. The appeal overturned the decision of the GJKKO that had sentenced Frrokaj to 1 year and 4 months in prison and accepted the request of prosecutor Dritan Prenci for a 4-year sentence, reduced by one third due to the summary trial.
With this verdict, Frrokaj must return to prison and serve a new sentence, after his first sentence for the alienation of 234 thousand meters of land on the coast of Shëngjin, sentenced by the Shkodra Court of Appeal to 3 years in prison, but benefited from the amnesty and was released.
In this case, the Appeals Court of Kosovo also found the defendant Bledar Cara guilty of the charge of "abuse of office", and sentenced him to 2 years in prison, which due to the summary trial was reduced to 1 year and 4 months in prison. The same sentence was also given to former municipal official Juxhina Mema, but her prison sentence was suspended on probation. The Appeals Court also upheld the decision to confiscate 66 thousand square meters of land belonging to 'Rana e Hedhun', which now belongs to the state.
