Today, on 04.01.2024, at around 11:25, in IEVP Fier, as a result of the tracking, monitoring, control and use of several weeks' technical tools by the prison staff, was caught in the flagrant attempt to escape the prisoner with risk and criminal history, Dan Riza Hutra (author of several murders).

The criminal plan for escape from the prison was coordinated and in cooperation with three other detainees.
In the room where they were accommodated, the detainees had started cutting the window door with improvised tools.
During the inspection by security workers, it was noted that in room no. 15, where the prisoner with high risk, Dan Riza Hutra, was hidden, namely: a sheet adapted as a rope and improvised cutting tools.

Preliminary data show collusion between the four prisoners, security breaches and attempted escape.
The prosecution is investigating the incident.

Included in this event are:

1. Dan Hutra, son Riza and Mislime, born 01.08.1982, born in Kukës and resident in Kamëz Hill, Tirana, with Albanian citizenship and nationality, with a repeated criminal history, with Decision No.466 Regj.Them, dated 04.03.2023, of the Tirana District Court, has been assigned the personal security measure "arrest in prison", suspected of committing criminal offenses, "Murders due to family relations", provided for by Article 79/c, "Murder by reason of family relations", remained in the attempt, provided by Article 79/c-22, as the suspected perpetrator of the murder of four persons.

2. Citizen Martin Kapllani, son of Adhurim and Rezarta, born 24.12.2003, born and resident in Vlora, with Decision No. 62-2023-4189, dated 04.11.2023, of the Court of First Instance of General Jurisdiction Fier, has been assigned the personal security measure "arrest in prison", suspected of committing criminal offenses "Theft", provided by Article 134/2 Penal Code.

Martin Caplan

3. Geraldo Veizaj, son of Barjam and Luiza, born 04.07.2004, born and resident in Vlora, with Decision No. 62-2023-4189, dated 04.11.2023, of the Court of First Instance of General Jurisdiction Fier, has been assigned the personal security measure "arrest in prison", suspected of committing the criminal offenses "Theft", provided by Article 134/2 Criminal Code.

Geraldo Veizi

4. Citizen Feti Kovaçi, son Arben and Dëshira, born 20.02.1996, born and resident in Vlora, Lgj. "24-Maji", with Albanian citizenship and nationality, arrived on 21.10.2023, from the Vlora Police Commissioner, after against him the Court of First Instance of General Jurisdiction Vlora with (Abbreviation-Decision) No. 476, dated 21.10.2023, has determined the personal security measure "Arrest in prison", suspected of committing the criminal offense "Theft", provided by Article 134/2 K.Penal.

Security personnel have conducted detailed security checks throughout the prison.
The General Directorate of Prisons congratulates the staff of the Institute of Executions of Penal Decisions Fier, which thanks to professionalism and piety have prevented the escape of a high risk prisoner to the public and security in general.

The Directorate General of Prisons guarantees that the prison staff are up to the task, more motivated than ever to prevent any events and risk to order, security and the community.
