Inside Story has exclusively obtained some materials that substantiate these abuses, which are not part of the file finalized by SPAK, but belong to another faction of the 235 proceeding that is still ongoing...

A technical-legal audit report conducted at the Property Registration Office in Durrës in 2019 found several serious deficiencies. It turns out that in cadastral zone 1204, the village of Bize, 15 documents had disappeared from the archive. The head of the archive has charged the lawyers involved in the relevant practices with responsibility.

"No observations regarding the lack of documentation were made by other specialists of the Durrës ZVRPP who carried out the actions with the missing references and by the responsible persons of the relevant areas," states the internal Cadastre report provided by Inside Story.

A similar situation occurred in the 1925 cadastral zone in Hamallaj, where massive alienations were also made. A total of 49 documents were missing and had disappeared from the archive.

Meanwhile, in cadastral zone 1522 in the village of Draç, in Lalzi Bay, 25 documents had disappeared. In total, 89 documents had disappeared in 3 cadastral zones.

Internal email of Durrës Cadastre revealed: Foreign people are operating in the archive, property alert!!!

The alarming situation in the institution's offices was confirmed several years later. Inside Story has exclusively obtained an email communication between a local Cadastre official in Durres and superiors at the General Directorate on January 30, 2023. There, he requests immediate intervention to avoid numerous abuses in documentation.

"To avoid a recurrence of the situation of destruction of documentation, whether intentionally or unintentionally, your immediate intervention is required to protect materials of particular importance related to the properties of the citizens of Durrës," reads the internal email of the Durrës Cadastre to superiors in 2023.

The email that reveals the scandal in state offices followed an administrative investigation into an alienated plot of land.

"I bring to your attention the alarming situation for a month where in the archive of the real estate registration institution as well as in the office of physical volumes of the real estate registration, the service to specialists and sector managers is provided by unconfirmed employees as part of the Durrës Local Cadastral Directorate ," the email continues.

The most serious moment disclosed in this informative email was related to the entry of unauthorized persons into the Cadastre archive premises. That is, persons who are thought to have gotten their hands on documents, as revealed in the SPAK file.

"For the special importance that you as the head of this institution have given to the process of preserving, organizing, archiving, inventorying and scanning these two most important premises of the Durrës Cadastre, I would like to inform you that the persons accessing these premises are unconfirmed as employees of the ASHK Directorate. In order to avoid the next scandal that may involve the Durrës Cadastre, I ask for your immediate intervention to return the situation of this institution to normal!" , continues the internal email of the Durrës Cadastre.

The scandalous situation within the Cadastre in Durrës is also revealed in this exclusive document that Inside Story possesses. In an internal report, former local leader Xheni Agolli explained on January 23, 2023 the fact that the protocol documents had been withdrawn from the old offices in Durrës. However, they were placed in boxes, not securely organized because there were not enough premises. So, an archive that became a mess that risked disappearing. This also explains the ease with which gangs could get their hands on the archive.
