The chairman of the Democratic Party parliamentary group, Gazment Bardhi, has published state documents that, according to him, prove the involvement of Minister Belinda Balluku in the Vlora Airport affair.
In a Facebook post, Bardhi says that the mega-affair of the Vlora Airport concession has been proven with state documents as a fictitious procedure, with fictitious companies and with actions carried out openly in defiance of the law, while emphasizing that "on every page of this scheme the same name appears: Belinda Balluku ."
Bardhi states that the official documentation of the procedure clearly shows that the companies Mabco Construction and 2A Group did not meet the legal criteria to win the Vlora Airport concession.
For this reason, during the application, they fictitiously included in the consortium the Turkish company YDA Group, the only one with real experience in airport construction.
"But just a year after being declared the winner, YDA Group withdrew from holding 40% of the shares. The shares were sold to one of the concession companies for the ridiculous sum of 4,450 euros. So, 40% of an international airport, with projected profits of over 700 million euros, was valued at the price of an old used car!
"In any normal country, this act would have automatically canceled the concession. But in the Albania of Edi Rama and Belinda Balluku, there is nothing normal – there is only corruption, theft and extortion," writes Bardhi.
According to the Democratic MP, the minister responsible for the Vlora Airport concession, Belinda Balluku, approved the withdrawal of the Turkish company without making any noise, without raising any concerns and officially admitting the fictitiousness of the entire procedure.
"It would be enough just to publish the letter, where Belinda Balluku allows the transfer of shares and officially accepts the fictitiousness of the procedure, for SPAK to go to her office today to remove her from there and lock her up in Pjoska."
This crime is not intellectual enough to take SPAK much time to investigate. The fictitious procedure is on paper. On paper are also Belinda Balluku's family ties with one of the concession companies. The crime is just as flagrant as the other affair of Edi Rama and Belinda Balluku with the 53 million euros PLUS of the Llogara Tunnel. This is also a crime that is not intellectual at all, but whose file still remains intact in SPAK.
"The facts are public, the documents exist. The point is that we need prosecutors who do not have predetermined red lines for impunity or prosecutors who are not intimidated by organized crime. This remains to be proven ," Bardhi writes.

• Little history for a lot of corruption
The official documentation of the procedure clearly shows that the companies Mabco Construction and 2A Group did not meet the legal criteria to win the Vlora Airport concession. • A crime written in letters
The minister responsible for the Vlora Airport concession, Belinda Balluku, approved the withdrawal of the Turkish company without making any noise, without raising any concerns and officially admitting the fictitiousness of the entire procedure. Only someone involved from the start in the corrupt scheme could remain silent in such a flagrant fictitious situation.
It would be enough just to publish the letter, where Belinda Balluku allows the transfer of shares and officially accepts the fictitiousness of the procedure, for SPAK to go to her office today to remove her from there and lock her up in Pjoska.
