Even though he was in prison due to a video scandal, "bills" have haunted Safet Gjici. The Central Election Commission has "haunted" him even in his cell, after he failed to pay a fine of 1 million old lek.
The CEC went to the Administrative Court and sued Gjici for non-payment of the obligation, setting the former mayor's address as the Durrës prison.
The court did not consider the fact that Gjici was in a cell to be a justifying circumstance, and signed an "executive order" allowing the bailiff to freeze Safet Gjici's assets and transfer the money to the CEC.
In May 2023, the mayor of Kukës, Gjici, was fined 100,000 lek for using public resources after it was found that he had held electoral meetings in the courtyard of two 9-year schools. The school principals were also fined 2,500 lek for these political activities in public spaces.
But then he was arrested and did not pay the fine. Gjici was relieved by being placed under house arrest in May of this year. In June, the court issued an order to collect his money through enforcement, but the decision was sent to prison, not to the debtor's home.
