Dozens of residents of the villages of Kaçinari in Mirdita protested on Thursday against the suspension of investigations into the planned hydroelectric power plants in the area and blocked the entrance to the institution for several minutes.
According to residents, the decision to halt the investigation is absurd, as the concession has numerous legal problems that should have been investigated. “We have waited 6 years and no investigation has been conducted. The Prosecutor’s Office has even destroyed many documents that we, as a community, have made available,” said Tonin Beqiri, a resident of Kaçinari.
He added that only two people, residents of the area, appear in the letters as supporters of the construction of the HPPs, but according to him, both of these signatories, although originally from the area, do not live in Albania at all. “It is absurd that the institutions have become parties to this illegality, but we have no choice but to self-justify,” said Beqiri.
Another protester complained that the company, with the support of the State Police, is exerting pressure in the area to force residents to withdraw. “In addition to the works that have been underway for some time, they are also exerting terror in the area, with the support of the State Police. I call on you to give up Kaçinari, as we will not allow the implementation of these projects,” the resident said.
The residents' lawyer, Marash Logu, was also in the same line, stating that the concession is full of violations and should be investigated as a priority by the competent authorities. "These projects have a very negative impact on the Kaçinari area and this concession has numerous legal problems," said Logu.
He added that the Prosecution should have investigated, as the court has twice assigned it tasks to act, but nothing has been done.
"It is absurd for this case to be dismissed, at a time when criminal offenses have been committed by state institutions and other individuals," he said.
The prosecution announced the closure of the investigation on Wednesday. The announcement states that the investigation was initiated after a complaint from local residents, who alleged that the process contained elements of the criminal offenses of "Abuse of Office" and "Forgery of Documents", but after a thorough review of the legal and technical documentation, no violations of the law were found and the procedures were followed in accordance with the relevant regulations.
Meanwhile, it is learned that the concessionaire company "Shpërdhaza Energji" has filed a criminal complaint with the Prosecutor's Office and a civil lawsuit in court against two individuals, whom it considers to be the main organizers of the campaign against the project. These individuals are accused by the company of defamation and spreading false information with the aim of distorting public opinion and obstructing a legal project, approved by the relevant institutions.
The concession for the construction of 4 small HPPs in the Kaçinari area in Mirdita was granted in 2018 and, after the renewal of the permits, the company "Shpërdhaza Energji" has begun field work to implement the projects, according to plan and in accordance with the permits and legal approvals./ reporter.al
