The Tirana Court has officially declared the 49-year-old Palestinian, Fadi Alwan, accused of the murder of his daughter, Rayyan Alwai, 22, an event that occurred in February 2025 in the capital, as a fugitive.
The court's decision was made after the Lebanese judiciary refused to extradite to Albania the suspected perpetrator, who was arrested in Lebanon on April 23, 2025.
Through a letter dated 18.09.2025, the Ministry for Europe and Foreign Affairs informed that the Republic of Lebanon refused to extradite 49-year-old Alwai to Albania.
After the event, the Albanian justice system imposed the security measure of " prison arrest " on the Palestinian for " murder due to family circumstances ", a measure that cannot be executed and for this reason the court declared him a fugitive.
22-year-old Rayyan Alwai was found dead in a daily rental apartment in Tirana.
Verifications showed that she had entered Albania from Rinas on February 19th with her father, while the latter had left without her on February 22nd, 2025.
