Among the emails published by the "Homeland Justice" hacker group, addressed to the former Police Director Gladis Nano, a quarrel between the Director of the Tirana Police, Lorenc Panganika and the head of the Anti-Economic Crime Sector, Haxhi Bala, has been discovered.

According to the email, the fight took place in Panganika's office on December 22, 2021, where the latter called him asking Bala to appear in his office to clarify about some practices sent for signature.

But Haxhi Bala explains to Nano how he was offended by Panganika and was kicked out of his office

"The documents we had for two weeks that we were working on, he threw in my face; keep calling me trash; get out of the office; don't let me see his face; this, in the state office, for state work, with the state employee." the email said.

In the email sent to Gladis Nano, Haxhi Bala asked her to appoint him elsewhere.

E-mail sent to Gladis Nano by Haxhi Bala:

Hello Mr. Director,

I inform you that today, on 22.12.2021, something happened to me that has not happened to me since 03.07.1990, when I started working.

At 12:24, the Head of the unit Mr. Lorenc PANGANIKA calls me, regarding some practices sent for signature.

I went upstairs to the Headmaster's office, and I was clarifying about the practices sent, specifically, about the practice with the object: Treatment of detainees and arrested persons with food until their position is clarified, because the contract ends on 31.12.2021.

Gjate sqarimit, pyetje-përgjigje te karakterit sqarues, me shume mosbesues se sa shterues, duke i marre me radhe termat e përdorur, referenca ligjore, kush merr pjese ne procedure, hidhet ne sistem apo jo, etj, normale deri këtu. Pas përsëritjes disa here te pyetjeve, Drejtori Vendor i  Policisë, Zoti PANGANIKA, me kërkoi një informacion për te njëjti problem, qe e sqarova, duke i sjelle ne vëmendje se: Praktika (Memo, Informacion, Relacion, Justifikime për përzgjedhjen e procedurës, shkresa) ja ku janë dhe ja ve ne dispozicion: ju kam bere me dije; i ke nënshkruar dhe keni lënë detyra,  dhe paralelisht duke e mbajtur te informuar ne kohe reale Titullarin e njësisë.

Zoti Drejtor,

ndërkohë nga ky qëndrim, duke menduar se kisha dy jave qe punoja intensivisht për këtë procedure, sepse rrezikojnë te mbeten pa trajtim me ushqim personat e ndaluar dhe arrestuar deri ne sqarimin e pozitës se tyre; duke mbajtur komunikime intensive me:

Agjencinë e Blerjeve te Përqendruara, ne Ministrinë e Brendshme,
Agjencinë e Prokurimit Publik,
Departamentin për Shërbimet Mbështetëse, ne DPPSH, dhe pas këtij angazhimi disa ditor, ne funksion te përmbushjes se detyrës, sot, me date 22.12.2021, ne Sistemin e Prokurimeve te Elektronike, u botua publikimi i procedurës se përzgjedhur (e them me shume sinqeritet u gëzova, pasi mendova dolëm nga ngërçi), dhe ndërkohë paralelisht kam mbajtur te informuar ne kohe reale Titullarin e njësisë, dhe pasi e sqarova për gjithçka, vazhdova: Drejtor po me lodh, unë i thashë jam asistenti yt i drejtpërdrejtë për shërbimet qe mbuloj  dhe drejtoj.
Vazhdova: Nëse nuk ekziston besimi, ma thuaj te bej kërkesë dhe te iki.  Kaq ishte dhe shpërtheu, me fyerje :

Dokumentet qe kishim dy jave qe punonim, mi hodhi fytyrës; vijoji duke me quajtur plehre; dil jashtë nga zyra; mos ta shoh surratin; kjo, ne zyrën e shtetit, për punën e shtetit, me punonjësin e shtetit.

I thashë: Ruaj qetësinë dhe mos fyej, sepse po i kthen personale. Dola nga zyra dhe zbrita ne zyre, thjesht për te mos agravuar situata me shume.

Nuk e kam provokuar (fatkeqësisht nuk kisha prezent te tjerë), përkundrazi kam qene i qete, shume institucional, duke respektuar rregullat e etikes dhe komunikimit, duke i thënë: Aktualisht jam shume, shume keq emocionalisht dhe i fyer, ndërkohë nuk me behet te hap as zyrën dhe as te komunikoj me vartësit

Unë e di qe Ai është Drejtor, mund te këtë dhe suport, por, nuk mund ta lejoj qe sot ndaj meje te përdoret ky zhargon, i denje as për një  njeri te rëndomtë.

Zoti Drejtor,

I understand, he has been holding this position for 2 months, he will not continue like this, but appoint me somewhere else temporarily, since it is impossible for me to continue.
