A large-scale fire broke out on the afternoon of July 13 in one of the most beautiful bays of the Ionian Sea, in the Himara area. The flames scorched the hill on the northern side of Llaman, while the entire area is covered in small trees and bushes.

The media reported that the firefighters of Himara, but also those of neighboring cities, went quickly to control the flames, given that down in the Bay of Llaman, several businesses operate, fully controlled by Arben Muçobega, while on the other side of the hill, towards the road and the city, there are hotels and private apartments.

Given that the entire area is coastal, hilly, and rocky, the firefighters' intervention was extremely difficult, also due to high temperatures and strong winds, where the goal is always to avoid casualties or property damage.

What if this fire was intentional?! Documents that Vox News has researched and reviewed show that a super resort will be built on the hill where the big fire broke out, again controlled by businessman Arben Muçobega. In 2025, the government issued a development permit for a large area of ??101,200 square meters, precisely on the hill where the fire of July 13, 2026 was recorded.

The area where the resort will be built is rocky, normally it should not have an owner, as it is unusable and completely in close proximity and with a steep slope towards the Ionian Sea. It is learned that Muçobega has quickly prepared the documents to acquire that "tiny" point, while the permit is on the government's table, going through several stages, where the construction permit has finally been obtained.

According to documents available to VoxNews, the government has recently approved the development permit for the "Amantes" project in the Himara Municipality, a "multifunctional resort, hotel, villas and services with the construction companies 'Capital B' and 'Bega 07'". The Bega 07 company is owned by businessman Arben Muçobega, who has also been accused by opposition figures of suspicious connections, both with the underworld and with politics.

"The 5-star 'Amentes' resort project will be developed in the Llamani beach area, bordering Himara beach, in the Himara Municipality, which is located in the southwestern part of Albania," the development permit states. According to it, the "Amentes" resort is located on the hill next to Llamani beach, while the existing landscape has a steep topography that extends from the top of the hill to the sea, offering impressive trails and views.

The documents stated that the property is currently empty and unused, but in its lowest part, near Llamani beach, there are several low-rise buildings, mainly 2-3 stories high. These buildings are buildings that serve the function of summer coastal tourism.

It is learned that the resort will include a luxury hotel, villas, apartments and an intermediate commercial area, including restaurants, wellness spaces and community areas that enhance the tourist experience.

It further states that the villas follow a “stackingstone” concept, designed to minimize excavation and preserve the topography of the hill. “The master plan envisages 50 villas distributed on the site in clusters of 2 or 3 villas. All these clusters include 1 large villa (or 2 large villas in the case of clusters of 3) and 1 small villa,” the document states.

Did the fire and flames make way for Arben Muçobega's resort construction site? If it was intentional, will the MZSH come up with a report, a report that can also be used in KKTU?! It is unlikely to happen, since in every tourist destination that has been under fire or there have been attempts to demolish wooden buildings, luxury resorts have "born".
