The government is playing very dirty with the construction of water supply systems for strategic investors, those who took hundreds of hectares of land on the coast, built villas, bars, private restaurants, did not pay taxes for 10 years and the taxes of ordinary citizens will go to that area, building roads, sewers, cleaning up garbage, etc. For more than 18 months, residents of the Tragjas area in Vlora have rightly gone out in protest, opposing the government's initiative to take away their water and take it to the oligarchs' resorts in Palas, Dhërmi and Himara.

They oppose the 8 million euro project, won by the "Gjoka" company, while the government has already spent other money on waterworks, some of which have failed, while its eyes are on the Vlora River and the Dukat e Tragjas area, the indigenous Vlora region, some of which have been abandoned due to lack of investment. And with a host of problems, the government will also take away the water, to deliver it to the private villas of oligarchs and strategists.

After protests and opposition, the government has continued a dirty game with these residents, immoral and very offensive. A few months after the people of Vlorë rose up against these investments, the government has opened a tender to build a water supply in the Tragjas area, a village with traditions, positioned above the Radhima and Orikum areas, with a very beautiful view, but forgotten for years. Everyone's goal has been to take the properties of the local residents, as well as the water sources, while the government has now "remembered" that there is life there too!

Normally a dirty game, or more precisely; I will give you water, but give me the water to take to the strategists and oligarchs. According to documents researched by Vox News, in recent days the object of the procurement procedure "construction of a water distribution network for the village of Tragjas and rehabilitation and commissioning of the KUZ network in the village of Tragjas" has been opened.

The contracting authority is the Regional Water Supply and Sewerage Company Vlore Sh.A., while the limit fund for this procedure is 159,605,649 lek. The tender comes as a "purchase" of residents to allow water to be taken from them for the resorts across Llogara, as the residents have clashed with the company that is carrying out the works and with the police over the past year.

Residents say they will not allow the extension of pipelines for water intake at the Izvor spring, as they have based their household economy precisely on this spring, with which they irrigate agricultural lands. Works for the construction of the new water supply have started in July 2024, while the new water supply is expected to have a depot in Tragjas and through the pipelines will pass to the Llogara tunnel. This investment worth about 8 million euros is made to supply the coastal area, Palasë, Drimadhës, Dhërmi with drinking water.

After these protests in March 2025, Prime Minister Edi Rama also reacted. "A project has been made, which aims to provide the area itself, the residents themselves, the houses that are supplied with drip irrigation because the water supply system was built in the '50s-'60s. The residents have made staggering personal investments to open wells, while we see a great development for tourism and the transformation of those houses. Even the missing sewers are part of the projects, a water supply will be built, sewers, a water supply will be built that will supply the lower area as well," he said at the time.

Rama said that he had requested confirmation from experts. "This is a source and it is made available to the people without violating the rights of anyone who has a right to that source. I don't understand on what basis they are discussing it," he said at the time, as it seems that his words are more of an order than a discussion, because how could they silence the local residents?!

In December 2024, Vox News published an investigation titled “8 million euro farce for Strategjikëve water, 'Gjoka' wins the predetermined tender”. At that time, there were doubts that the winner was known at the time of the tender announcement. AKUK set up a scheme, where it initially studied the works of receiving and laying the pipeline. The documents clearly state that the water will be received in Tragjas, Orikum, and then it will be sent by pumping stations to Palasë, Dhërmi, Jalë, etc. But, the “route” passes through the Llogara Tunnel and here the entire tender becomes null.

The Llogara Tunnel was built by a consortium of Turkish and Albanian firms. The Albanian side was led by the firm “Gjoka”. Meanwhile, the tender documents included clauses for “similar work”, while the only firm that built the tunnel that had similar work for waterworks was “Gjoka”. A clean scheme, where the winner was known to everyone. Even the documents made by AKUK were only attached to this firm.

The tender documents state that the location of the works will be in the village of Tragjas, where the receiving work is located, along the new concessionary road Orikum - Dukat, near the village of Dukat, on the Llogara mountain, as well as in the new Llogara tunnel.

The same firm, “Gjoka”, was declared the winner of another tender for the water supply of the coastal areas of the Strategic Investment Zones of Draleos, Drimadhes and Dhërmi, of the Municipality of Himara, Phase II. It is implementing the project worth around 4.2 million euros including VAT. So, the two tenders, worth around 12 million euros won by the firm “Gjoka” are suspected to be predetermined.
