A dozen employees of the Municipality of Vlora have been found guilty of serious violations by the controlling institutions, proving what has been said and rumored for years, where the enterprises in that city are simply for show and abuse of office. The Supreme State Audit and the Public Procurement Agency have found violations in 64 tenders of the Public Services Enterprise in Vlora, while the "news" would be whether or not this enterprise has made any tenders with a regular procedure.

Responsibility towards the last two mayors, Ermal Dredha and Bruna Mersini, where the first resigned after Prime Minister Edi Rama "pulled his ear" several times, while the second made a sacrifice, leaving the post of director of the Vlora Regional Hospital to be catapulted to the head of the municipality. But, both have direct and indirect responsibility, since with their actions and inactions, the enterprise that should have been the vanguard of affairs in that city, has turned into an institution that seriously abuses its duty.

In the documents that Vox News has researched, the abuse of this company is clearly visible, as most of the employees and former employees have been found guilty of violations, while measures have been requested for a total of 45 of them. What stinks in this whole situation is the fact that none of the 45 employees have yet been prosecuted, detained or arrested for abuse of office, as the financial damage is too high, not to mention the damage to ordinary citizens, who have not received service from this company.

Several members of the Vlora Municipal Council, but also Prime Minister Edi Rama himself, have criticized several times the work that is done haphazardly in that city, where the company that should be on the side of the citizens, is on the side of abuse, whether with tenders or with public works, where it is enough to mention the case of the fire in the waste field to best prove the abuse. No employee or manager of the Vlora Municipality has taken measures for that environmental disaster that occurs year after year in that city, while the Public Company only makes tenders to cover it with soil.

According to documents researched by Vox News, the Supreme Audit Office and the Public Procurement Agency have found violations in a total of 64 procedures or tenders conducted by this company. There are 18 open procedures, 17 simplified open procedures and 29 small value procurement procedures that were found to have violations. The list continues with 44 public supply contracts with problems, 17 public works contracts and 3 public services contracts.

So, all the procedures developed by that institution have had irregularities, not to mention major biases and abuses, which could very well produce a genuine criminal file, either for the Vlora Prosecutor's Office, or if the mayors are also involved, possible investigations by the Special Prosecutor's Office.

"The contracting authority did not act in accordance with the public procurement law, regarding the calculation of the limit fund, in the audited procurement procedures. This authority did not act regarding the drafting and argumentation of the technical specifications, in the audited procurement procedures ", are two of the violations, i.e. the calculation of the limit fund was made incorrectly and the tender documents were drafted incorrectly.

Another violation of this enterprise concerns irregularities and abuses related to the drafting and argumentation of special qualification criteria, in audited procurement procedures. The last one concerns that the Enterprise has not acted regarding the assessment of participating economic operators, in audited procurement procedures. It seems that the abuses are large, with a considerable damage, where in the end the APP and the SAI have taken disciplinary measures against 7 persons and fined 38 persons, identified as responsible for violations and deficiencies found in the decision.
