The list of candidates for the Public Procurement Commission is out, how are the winners being determined?

The Ad Hoc Commission established at the Prime Minister's Office has published the final ranking of candidates for the position of Chairman and members of the Public Procurement Commission (PPC), the institution that reviews complaints about public tenders in Albania.

According to the published list, the candidates for the position of President are:

* Ismail Shehu – 74 points
* Enea Hoti – 74 points
* Ertil Sula – 57.3 points
* Bledar Zeneli – 49 points

Meanwhile, for the positions of members, the most highly rated candidate is Fiorent Zguro with 82 points, followed by Ervin Simo with 73 points and Enkeleon Topulli with 71.6 points. The list continues with other names of lawyers and economists rated by the Ad Hoc Commission.

However, the publication of the ranking has raised questions about how the meritocracy system is functioning in the selection of heads of independent institutions. The legal procedure provides for candidates to be ranked according to the points received, while the list is sent to the Council of Ministers and then to the Parliament for the continuation of the appointment procedure.

On the other hand, allegations have begun to circulate in public opinion that among the top-ranked candidates there are people who are considered close to the majority or have strong political connections. It has also been noted that a significant number of candidates are said to originate from Debar.

Specifically, the candidate for chairman of the KPP, Ismail Shehu, is a close associate of former Minister of Justice, Ulsi Manja. Shehu previously held the position of Secretary General of the Ministry of Justice.

This situation is expected to increase debates on the transparency of the process and on whether the scoring system truly guarantees a merit-based competition, or whether the final selection is also influenced by considerations other than professional criteria.
