The Democratic Party aimed 40 days ago to renew the leadership structures, the new leadership, while a surprise name was the election of the head of the National Council Juliana Emiri, with the justification that "she is a new face". Juliana has spoken several times on the protest megaphone, not as an organizer, but from "civil society", while later she aimed for a highly political position, held by important figures of the Democratic Party.

Normally, the opening of a party is always effective, but the lack of alternatives, competitions or meritocracy, can bring problems in the eyes of voters, sympathizers or even the gray electorate. Normally, the faces of the largest opposition force will say that "tomorrow" they can be the faces of the government and the leadership of the country, but when they have "scenes" then it means that the "opening" has not been so effective.

The DP leadership structures seem to have been "asleep" in absorbing new elements, at least those elected to key positions, as is the case of Juliana Emiri. Documents obtained by Vox News shed light on her family past, where the DP leaders did not apply "Vetting", as it turns out that her father was convicted of a serious criminal offense, even serving a long sentence for a criminal group.

Facsimile: Constitutional Court decision on Kujtim Emiri, father of Juliana Emiri

Documents researched by Vox News show that Kujtim Emiri, the father of Juliana Emiri, who was elected to head the DP National Council, has been sentenced to 12 years in prison. Kujtim has been in prison for 8 years, while being charged with the criminal offense of a structured criminal group.

In fact, the same person, in 2024 during a Democratic Party protest, suffered burns from a Molotov cocktail and at that time stated in an interview that “someone threw a Molotov cocktail, he crashed and fell at the feet of the police.” He said that the person kicked him and threw it at his feet.

He stated that he participated only as a person disappointed with the government and not as a sympathizer, while time showed that not only was he in the DP structures but he also "financed" his daughter to join the Democratic Party, initially with the "Alliance for the Theater" and now for the "Flamingos".

According to documents available to Vox News, Kujtim Emiri approached the Constitutional Court a few years ago to overturn a series of court decisions, a request that was not granted.

It is learned that the former First Instance Court for Serious Crimes decided in April 2016 to declare Kujtim Emiri guilty of the criminal offense of organized criminal group, aiding and abetting illegal border crossing and forgery of identity cards, passports or visas. He was also accused of forgery of health documents. In collaboration with these offenses, the court sentenced him to 12 years in prison.

Subsequently, the Court of Appeal for Serious Crimes in Tirana, with decision no. 63, dated June 6, 2016, decided to uphold the first instance decision. Subsequently, the Criminal Panel of the Supreme Court decided in April 2018 not to accept the appeal filed. The applicant then addressed the Constitutional Court with a request to ascertain the violation of the right to a fair legal process. This court decided “not to pass the case for consideration in a plenary session”.
