Fiks Fare denounced on Monday evening the degradation of a neighborhood built with Albanian money in the form of charity, for those affected by the earthquake of November 26, 2019.

Although it has been 6 years since that tragedy, the reconstruction process is being delayed and thousands of families are still living in the open, under the watchful eye of bureaucrats in offices, who are only dragging out construction or other details.

There has been no shortage of money, whether from the government, which allocated more than 1 billion euros, received in the form of gifts and grants, or even from low-interest loans from the EU.

Hundreds of thousands of Albanians living all over the world were made aware of the same tragedy, and they made donations to various associations.

An entire neighborhood was attempted to be built with charity money, in the Ishmi area of Durrës, one of the places most affected by the earthquake.

The Fiks Fare group traveled to the Ishëm Administrative Unit, where 39 individual homes have been built for those affected by the 2019 earthquake.

The construction was carried out by an Albanian-American association, where the state found the land and the buildings were privately built.

The houses are built on top of a hill, on the side of the road from the village of Lalz towards Ishmi. The terrain is steep and when it was built, the land was already leveled.

Without any other infrastructure. The film filmed the condition of the houses, all waterlogged, damp and muddy. The yards of some houses were filled with water.

Although more than a year and a half since this construction, the apartments are still abandoned.

Only one family has moved into that neighborhood, that of teacher Agim Muharremi .

"I am a former teacher who was decorated twice. The earthquake left us homeless and this neighborhood became this. They left it in the state you see. They have started stealing, like in Albania. We were hired by a company that built them, and in addition to housing, we also maintain the apartments. They have not done anything, all water and mud. They have not finished them. The apartments have been left to their fate, no one remembers finishing them and letting the residents move in," says Agimi.

Meanwhile, the investigative show spoke with Emirian Bafti, administrator of the Ishëm Unit, Durrës. “I have no letter, no information from the Municipality of Durrës about what will be done.

"I don't know what kind of agreement they have now. The residents affected by the earthquake are living with relatives, with family members," he said.

But who built them and why have they been left to the mercy of fate?

Fiksi spoke with the former head of the Ishëm Administrative Unit, Kadri Gjyli, who indicated that the financing was provided by an Albanian-American, Marko Kepi.

"The association provided the financing, the municipality found the land and prepared it. The construction was done by a private firm, paid for by the association. I have not been the Administrator of Ishmi for several months, but I know that the Municipality of Durres will do the other works, the delivery of electricity, sewage, drinking water, etc.," he said.

Fiksi also spoke with the construction firm, Pjetër Prela, which says that the payment was made by the association and construction has been completed for more than a year and a half.

"We have done it based on the contract. 39 apartments have been built. We have not handed over the keys, as there is no infrastructure. We were only going to do the buildings. Now they have started stealing. We brought in a family that does not have a home just to guard them. But now even the ones we have built are being degraded," says the owner of the firm.

Fiksi has learned that for more than a year and a half, the situation has been the same. The apartments have been built and no one has moved in.

Now, after 1 and a half years, the Municipality of Durrës has opened a tender, with the object of " construction of road infrastructure for the Ishëm housing units ".

The limit fund is 64.7 million lek, or about 650 thousand euros.

Fiks Fare browsed the accompanying documents, where the municipality of Durrës requests that the area undergo an engineering-seismic study.

A study will now be conducted to see if the area is suitable for construction or not?!

But if it turns out to be inappropriate, what happens?

In the same tender, the Municipality of Durrës also requests a geological study, while piles will be built throughout the area to prevent the ground from sliding.
