The Special Court's decision on the arrest measure against the leaders of AKSHI and two businessmen Ergys Agasi and Ermal Beqiri also includes the testimony of Gerond Meçe, the businessman who was taken hostage until he agreed to withdraw the complaints he had made about several state tenders.

In his testimony, Meçe states that as soon as he got out of his car, two people approached him outside his building and introduced themselves as employees of the National Bureau of Investigation.

After taking him into the car, they informed him that he had been arrested and put a hood over his head so he could not see the route of the movement.

However, Meçe says he realized he had been taken hostage because the people in the car who introduced themselves as BKH employees did not know how to put on handcuffs.

SPAK has accused two businessmen, Ergys Agasi and Ermal Beqiri, of ordering the hostage-taking of Meçe.

Excerpt from the testimony:

He remotely opened the trunk of the car, put his backpack and handbag in it, and at that moment a black Range Defender SUV approached, with police stripes and Albanian license plates, which he did not notice at the time, but later saw that the license plates of that vehicle were AC121JJ.

As the car moved towards him, he noticed a person outside the car who called out to him by name Geront Mece. This person had the following characteristics: about 1.75 cm tall, of average build, with straight black hair lying down, no beard, wearing a blue uniform with long sleeves, and a yellow vest with the inscription BKH (National Bureau of Investigation). He did not notice any special signs in his visual appearance. This person tells him:

"We are SPAK, you have to come with us, get in the car". At that moment, he believed that it was SPAK and he obeyed without showing any dissatisfaction or resistance because he was in the courtyard of his building. At this moment, a second person came out of the back door and opened the way for him to get in. He was not masked on his face either, but he was a bit fat, wearing a police T-shirt, according to the declarant's perception. He then saw inside the car that this person was wearing black jeans. At the moment when the first person called his name, the declarant pressed the car's trunk button, which automatically started to close. At this time, when the trunk was closing, he got into the middle back seat of the Defender vehicle.

At that moment, a third person entered the car from his left side, who was dressed similarly to the second person, wearing black jeans and a police T-shirt, fat but without a mask, with a round face, whom he could easily identify. The two people who were in the back with Gerondi (person two and person three) had tattoos, the second person had a tattoo on the outside of his right hand, between his thumb and index finger, a tattoo shaped like the letter "b" on the opposite arm, not completely closed and somewhere in the middle there was a dot. The third person, on his left forearm, has a black and white tattoo on his entire forearm.

He heard the driver, who was wearing a mask, speak to the first person, asking him to take Geront's two bags from the trunk of the car. He took the bags and put them in the car. After they got inside, the declarant asked: "Do you have any papers, please give them to me?" The first person, who was in the front passenger seat, said "you are under arrest" and told the second person (to Geront's right) to handcuff him. The declarant again asked to give him the papers, and that he should call his family. The first person told him that they would give him the papers at the police station, while the car was moving to leave the courtyard of the palace. The people in the back tried to handcuff him, but the fact that the second person did not know how to handcuff him and the third person intervened made the declarant suspect that these were not employees as they presented themselves.

As they were putting on the handcuffs, the declarant said to them, "Hey guys, I'm not a criminal." The second person said, "What did you say, what did you say, who is a criminal?!", while the driver told them to put on their hoods. When they were leaving the parking lot, he saw his father and at that moment they put a black hood on his head. He realized that the people were not from SPAK. The car stopped for a few seconds at the traffic light, the declarant thought he would go straight, while the car turned left, he asked them which police station they were taking him to. The first person said, "To the nearest police station." The people in front were communicating in low voices among themselves.

As they were putting on the handcuffs, the declarant said to them, "Hey guys, I'm not a criminal." He realized that the car's movements were from Durrës, creating the belief that they were not police officers, and he said to them: "Çuna, I found out what you are." Then the car headed towards Astir and at that moment he said to them: "Çuna, I am old and have heart problems, the hood I have on my head is preventing me from breathing." When the car enters the large roundabout, as soon as it passes Astir, they remove the hood from his head, but the third person (on his left) tries to push his head down and covers his face with his hand, but despite this he has seen the entire route they have described. The first person (the front passenger) asked him for the phone password. Gerondi tells him that he will give it to him at the police station. The third person began to exert force on the handcuffs, tightening them, after he refused to give them the password. They tell him "let us show you, we know what you are, come on, you are...".

The car headed towards Elbasan, after the big ring road, then they took an exit to the village of Krabë and the car continued on the old road to Elbasan. During this time they did not communicate. When they stopped, the clock in the vehicle showed around 11:20, and they found themselves in a place like a large "Balkan" square near the village of Gracen, overlooking the village of Papër, as the declarant claims that in that position lies the trace of the new road that is being opened "Elbasan - Durrës". On the left side was an abandoned white brick building, one-story, without windows, which and a tree beyond the surrounding wall of the road. They ask him to get out of the car and continue to ask him for the password to his phone. Initially he refused to give it to them and at this moment the driver comes and slaps him. They take the phone and place it on the declarant's finger since his hands were behind his back. The third person removes the handcuffs from behind and places them in front of him. They managed to unlock the phone with his fingerprint, and the declarant thought that at that moment they switched it directly to airplane mode. At an earlier moment, before it had even entered the ringing tone, the phone had been ringing non-stop. This gave him hope that someone was looking for him and that was why he had refused to give them the password, as he hoped that someone would find it.

Personi i thotë “Janë tendera që ke ankimuar ti dhe duhet të tërhiqesh. Nuk kemi punë me lekët e tua, ne e dimë që ke lekë, i gëzosh ato, por s’ke punë me këto procedura dhe do tërhiqesh nga këto procedura”. I thotë “Çuna, nuk bëhet kështu kjo punë, sepse edhe po u bë, u prish punë me shumë juve sesa mua”. Ndërkohë Gerondi mundohet t’i mbushë mendjen që nuk bëhet në këtë moment tërheqja duke u sjellë në vëmendje se nuk është më administrator (të cilët e dinin), por po u kërkonte kompromis që do ta bënte ditën në vijim nëse e lironin. Është dashur situata që shkonte në favorin e tij, gjithashtu personi i parë i thotë që të tërhiqet edhe nga gjyqi në Gjykatën Administrative. Në perceptimin e deklaruesit kur personi i parë fliste me deklaruesin, ka parë që shoferi, por dyshon se edhe një person tjetër (i treti) që mund të ketë ardhur dy herë në makinën tjetër (dyshon makinë Volvo), fliste në telefon. I treti i thotë administratorit Shkëlqim Kërkuti dhe i thotë “Po ti na e mbaron këtë mision sot, do të shpëtojmë jetën, në të kundërt nuk shpëton”. Nga ky moment ku Gerondi ka qenë i lidhur me pranga në duar dhe në këmbë, personi i dytë me të, ndërkohë që shoferi dhe personi i parë kanë vazhduar rrugën, është sjellë një person i pestë i cili ka bashkëpunuar në këtë aktivitet. Në këtë moment i tretë dhe personi i dytë ishin rrobat policisë, ku personi i dytë ishte me maskë, ndërsa personi i tretë me bluzë të bardhë. Ky fundit hoqi edhe maskën.

Personi i tretë në një moment i thotë që “Po le të shoh në Elbasan, unë do të flas, nuk e di për çfarë po flas”. Për të arritur qëllimin që kishin, pra tërheqjen e kompanisë nga procedurat, grupi i personave ka komunikuar me administratorin në telefonin e tij nëpërmjet aplikacionit ËhatsApp, dhe i ka thënë edhe Gerondit telefonin herë pas here që të komunikonte vetë me administratorin, për shkak se nuk realizohej qëllimi i tyre për tërheqje. Gjatë kësaj kohe ka lënë disa mesazhe zanore në ËhatsApp, të cilat i ka thënë që “zemër jam mirë, kam ca punë, do të të marr më vonë”. Ndërkohë që telefoni i tij binte pa pushim, afrohet personi me i thinjur dhe i thotë “Foli dhe gjej ndonjë zgjidhje, se s’kemi shumë kohë”. Ka parë që ishte numri i vëllait të tij dhe ka folur me të. Vëllai i thotë “Ku je, jam shumë i shqetësuar”. Deklaruesi i thotë “Nuk e kam pse të shqetësohesh, por foli me administratorin tim”.

Gjatë rrugës kanë qëndruar sirenat e policisë për të paralajmëruar. Makina futet në drejtim të fshatit Shijon, ndërkohë që personi i parë është duke folur në telefon dhe i cili i thotë të ndryshojë itinerar dhe të kthehet në rrugën nacionale. I japin mbajtësen e kartave të kreditit dhe syzet e diellit dhe i përmendin se do t’i sjellin gjërat e tjera te recepsioni i qendrës së biznesit ku ka zyrën, pra çantën e shpinës me laptop Lenovo, çantën e dorës dhe telefonin. Regarding the kidnapping, he heard from the kidnapper that no complaint had been filed with the police. He decided to make an explanation about the purpose of withdrawing the complaint and the reason for not filing a complaint with the police, which is related to the fact that the Deputy Director of the Tirana Police, Erion Ismaili, some time ago through a person he does not remember at the moment, in January-February 2025, had asked him to stay as far away from AKSHI as possible.

By chance, the postman of the area on RTSH Street around April-May 2025, was supposed to send a letter to an insurance company at ABA Tower and while the letter was rejected there, the postman called him and told him that he had a letter for him. The envelope was open and there was a letter inside where the Tirana Prosecutor's Office requested banking and insurance information for him and his family.

He took a photo of this letter and returned it to the postman, as the letter was addressed to an insurance company at ABA Tower. He then became interested and learned that this investigative practice was initiated by Erion Ismaili, who is the deputy director of the Tirana Police. He is at the disposal of the investigation, and will also bring all the materials he has, including the video footage of his kidnapping. / TCH
