Buildings and floors without permission were seized with an emergency decision issued by the government.

But none of their builders ended up in prison. The law has been shown to be harsher with the poorest being arrested and prosecuted even for a fence.

This is Bihane Shaba, 74 years old, who lives alone in a 24 square meter apartment in Shkoza.

The house built with great effort after the death of her husband more than 20 years ago is in danger of collapsing due to a landslide.

Physically and economically unable, she asked for the help of her relatives to put some bars to prevent further landslides. But this intervention was considered a violation of the law and construction without permission.

Due to her age, the police of Tirana prosecuted the elderly woman at large.

"I put these bars just to keep my house from collapsing. The police came and said it was construction without a permit. I let it be done as it should be done only for the government and the police to be satisfied. I made this house with a lot of effort because it has been 26 years since my husband died," said Bihane Shaba in TCH.

Before doing this maintenance intervention, Bihane Shaba notified the authorities, but they directed her to the online application, which the elderly woman could not complete.

The law on unauthorized construction hits hard on ordinary citizens who build a yard wall, open a window or repair damaged homes. In recent years, the crook of the law has imprisoned and fined thousands of Albanians. But Maliq's law does not affect the untouchables who have friends, associates and clients in the government, such as the builder of this mystery palace with 9 floors without permission.

In Albania, not everyone is equal before the law, those who go to prison are ordinary people, while oligarchs with apartments and buildings without permission are not affected.
