
There are 13 candidates in the race for the leadership of the National Bureau of Investigation (BKH). Among them, several names stand out, such as that of Gledis Nano, but also that of Haki Çako.
Both have previously held the position of head of the State Police. The other applicants also come from the ranks of the police, the Police Supervision Agency, the BKH itself, and the prosecutor's offices.
Gledis Nano – He submitted his application for this position on June 6, the last day of the deadline. Nano led the State Police for 10 months, from October 2021 to August 2022.
He was dismissed by decision of the Council of Ministers on the grounds that he had not fulfilled his work objectives. Born in the city of Shkodra, originally from Skrapar and raised in Tirana, Nano graduated as one of the officers with the highest results during the period 199-2002.
He served as a Crime Inspector in Korça and Tirana, as a section chief in several directorates, and as director of Anti-Terrorism. In this position, he was particularly appreciated by the US after several successful operations.
Haki Çako – He held the position of Director General of the State Police for nearly 3 years, but was dismissed in January 2018.
Before this assignment, he had held several other high-ranking positions in the police, including the director of the Gjirokastra police department at the time the anti-cannabis operation in Lazarat took place.
Currently, Çako is the Director General of the National Civil Protection Agency.
Artur Beu – He is one of the names that comes from the ranks of the State Police. This is not the first time that he has run to be the head of the BKH. Even in 2020, he was in the race, but the position was won by Aida Hajnaj.
He served as an international relations specialist at Interpol. In 2017, he was also the coordinator of the air mission.
Gentian Ndoi – Another name from the police ranks. He headed the Economic and Financial Crimes Department at the State Police. He has a long career in the police.
Gentjan Shehaj – He has held several important roles in the State Police. He was the lawyer of the Vlora Police and the head of the patrol policing department at the Security Academy. He is also running for the second time for the BKH, just like Bey.
Joni Keta – Another name running for BKH is its current deputy director, Joni Keta.
Elton Kërluku – Also works at BKH. He is a financial investigator.
Andi Pogaçe – Comes from the ranks of the prosecution. He is currently a prosecutor in Tirana. He previously served in the Fier Prosecution Office. He was also a legal advisor to the High Prosecutorial Council.
Astrit Halilaj – He was dismissed from his position as Shkodra prosecutor this year by the Independent Qualification Commission. The commission concluded that he had made an insufficient declaration of assets.
Meanwhile, Halilaj was positively evaluated for his clean image and professionalism. Astrit Halilaj began his career as a judicial police officer in 1993 and has held leadership positions in the State Police for two decades.
Marinela Pilinçi – Another name that comes from the prosecution. In 2022, she was appointed as a Judicial Police officer at the Pogradec Prosecutor's Office.
Nevrus Ndregjoni – Currently works as a Judicial Police officer in Elbasan.
Mauricio Sheldija – Serves as an inspector of the Police Supervision Agency for the Shkodra region. Previously, he was part of the State Police.
Miklovan Kanani – There is no public data for this candidate.
How will the head of the BKH be elected?
According to the regulation, 6 steps will be followed for the appointment of the head of the BKH, which are application verification, medical examination and physical fitness test, written essay and logical reasoning test, polygraph test and panel interview, background and asset verification, identification of the winning candidate, training and appointment.
The last point also foresees the selection of the four most potential candidates, which will be sent to the head of SPAK. Altin Dumani will make the final selection and the name of the selected candidate will be presented to the High Prosecutorial Council for approval of the 5-year mandate.
The National Bureau of Investigation is currently headed by Aida Hajnaj, whose mandate ends on August 31.
