The Ombudsman may submit written opinions to courts or investigative bodies on matters that have a significant impact on the rights and respect of the parties in court.

This proposal to increase the powers of the Ombudsman has been distributed for public consultation since July, and in this proposal that TCH has at its disposal, it is stated that courts and prosecutors' offices can take these findings into consideration to support decision-making, but without being obliged to implement them.

In any case, the refusal must be justified, it further states.

Simultaneously with the ombudsman's cell checks, a draft bill was submitted for consultation in the cells of Ilir Meta and Erjon Veliaj, which aims to increase their powers.

The distributed draft law mentions that the opinions of the Ombudsman presented as part of the process are considered as auxiliary legal references for the implementation of the highest standards in the protection of rights. In this spirit, it is suggested to empower the Ombudsman in the review of cases in the process by the justice system.

The other proposal in the draft is to grant powers when disciplinary violations are found by judges and prosecutors that can be referred to the ILD.

But according to the draft, if possible violations by justice representatives are found, the matter can be referred to both the High Judicial Council and the High Prosecutorial Council./ TCH
