The Albanian Helsinki Committee has reacted today to the death of Besnik Koçiu, a 57-year-old detainee who passed away on July 24, 2025 at the "Jordan Misja" Institute for the Execution of Penal Decisions (IEVP), just eight days after being taken into custody.

The organization raises questions regarding the Koçiu case, regarding the medical treatment of persons deprived of liberty.

Besnik Koçiu was admitted to the Penitentiary on July 16 and from the very beginning had reported serious and medically known diagnoses such as: type 2 diabetes (under insulin), advanced hypertension, dyslipidemia and a stroke suffered only six months earlier. Despite these conditions, he was not sent to a hospital facility, but was held in ordinary detention conditions.

AHC strongly criticizes the excessive use of the security measure "prison arrest", especially in cases where suspects do not pose a high risk and have serious health problems.

But why was Besnik Koçiu in detention?

The incident took place on July 13th, where Besnik Koçiu is suspected of shooting Franc Xhaferri in the leg. He lived with the latter in the same neighborhood.

After being injured in the leg, the 34-year-old was transported to the hospital and his life was not in danger.

After investigation, it turned out that the injury occurred under conditions of negligence.

Both Besnik Koçiu and the injured party, Franc Xhaferri, ended up in handcuffs, as the latter did not cooperate with investigators by refusing to provide information about the incident.

So, even though the injury was accidental, the prosecution imposed the repressive security measure of "prison arrest", even though the accused did not pose a danger and had serious health problems.

As the Albanian Helsinki Committee pointed out, this unfortunate case once again demonstrates the excessive use of the security measure "prison arrest".
