The Godfathers of Shkodra!
Bajri/ Lici

The wiretaps show the friendly relationship between Behar Bajri and Ibrahim Lici, but also the intrigues between the parties that led, according to the prosecution, to the murder of Fatbardh Lici.

They called each other "godfather", they talked on the phone almost every day, not only about the rumors circulating in Shkodra but also about each other's troubles.

From time to time, they exchanged opinions about certain people, which kept the other awake until the situation was clarified in the next phone call.

At least this is what the telephone communications between Behar Bajri and Ibrahim Lici, intercepted by the Special Prosecution Office as part of the investigations launched to uncover a series of criminal events in the city of Shkodra, show.

In the file that "shteg.org" has seen, the communications refer to the summer of 2018, a time when Fatbardh Lici had not yet been killed and a peace between the two tribes seems to have been established, the guarantor of which was the recognition of the opponent as "godfather".

Beyond the "friendly" communications between Behar Bajri and Ibrahim Lici, the Special Prosecution Office claims to have provided sufficient evidence showing conflicts between the two tribes in Shkodra.

According to the prosecution, the murder of Fatbardh Lici is a consequence of these conflicts, a war for territory and revenge to the point of extinction.

In February 2025, the Special Prosecution Office announced that it had secured "evidence that Safet and Behar Bajri and Astmer Bilali planned, organized and carried out the murder of Ibrahim Lici's close associate on August 10, 2018 in the city of Shkodra."

The police arrested Safet Bajri and explained in a press release that a measure of "prison arrest" had been approved against him by the Special Court on charges of "premeditated murder" and the charge of "structured criminal group". Arrest measures for this event were also issued against Behar Bajri and Astmer Bilali, who are in prison, accused of other criminal events that occurred in the country.

Friendship & Intrigue

Boran Bërcana, a former police officer, and his cohabitant Silvi Ndoci, were executed under the apartment they rented at midnight on July 15, 2018. The victims were not random people, but friends of Behar Bajri.

After the event, the prosecution has placed members of the Bajri and Lici families under surveillance, from which it believes it has obtained evidence that sheds light not only on the events that followed but also on the relations between the two tribes that are believed to have been involved in a war for territory in the city of Shkodra.

Referring to communications, the prosecution suspects that Behar Bajri decided to take revenge for the murder of his "friends" who he believed were executed by Ibrahim Lici.

"Revenge is a dish best eaten cold," says a Chinese proverb, and the communications between Behar Bajri and Ibrahim Lici suggest that the event has not changed the relationship between the two men.

To guarantee their friendship, Behar Bajri had made Ibrahim his son's godfather.

The communications show that the two men greet each other, take care of the children's health, or discuss events happening in the city, such as the beating of a person they identify as a "prophet," or appreciate their mutual "friends," such as Astmer Bilali.

During the conversation, Behar informs Ibrahim that his former friend Astmeri, while he was with the "profane", used very harsh words to curse Sokol Lici and his tribe.

On the other end of the phone, Ibrahimi guarantees that Astmeri could not curse him because he knows well who and what he represents.

"He was a water snake, he became a land snake, his venom has become stronger," says Behari.

The conversation in the early morning hours of August 9, 2018 between the two godfathers focuses on Asmer Bilali, or Arjan Zogaj, who had lost several rikas years ago.

Ibrafim Lici says the theft was committed by Astmer, who according to him had started his "career by stealing rickshaws" and the most he could do was beat someone with his fists in the middle of the city.

"He climbed a wall about 10 meters high, maybe twenty meters, he stole Behar's money, that son of a bitch..." says Ibrahimi, while a phone ringing is heard in the background, which makes him suspect that other people were listening to the conversation.

The prosecution believes that the purpose of this conversation was to create conflict between Lici and Bilal, who were once friends. Ibrahimi also raises the same suspicion.

"You've got the intrigue. It's 100%, but to get it in, I said, don't break your head. Tell Astmer and Arjan too," he says to Behar Bajri.

After this conversation, Ibrahim Lici received several calls from Astmer Bilali, who sought clarification on the accusations of stealing the coins and the words spoken.

Ibrahimi and Astmeri talk about meeting face to face about the words that came out, but that same evening, August 9, 2015, Bilali receives a call from Safet Bajri who asks him to meet with him in Tirana.

The prosecution says that the execution plan for Fatbardh Lici, who was to be killed at 7 am on August 10, 2018, was drafted in Tirana.

Following the murder, investigative authorities have launched a series of intensive actions to shed light on the incident and collect evidence implicating the suspects.

A key part of this investigation has been the use of wiretaps.

These wiretaps have allowed investigators to monitor the communications of suspects, hoping to uncover conversations that could provide evidence of their involvement in the murder, possible motives, and connections between the people who participated in the murder.

Silent witnesses

The telephone lines became "silent witnesses" not only to the execution of Ibrahim Lici but also to the relations between the two tribes in Shkodra.

Hoping to intercept incriminating conversations that could piece together the puzzle of Lici's execution, immediately after the event the authorities placed a significant number of people under wiretapping, including members of the two Lici and Bajri families.

In parallel with the answers, the prosecutors turned to the watchful eyes of the security cameras, which were numerous in Shkodra at the time.

Footage was collected and every vehicle that drove in the area where the crime occurred was thoroughly examined.

Two cars with the license plates "AA 339 JN" and "AA 837 SH" raised suspicions among investigators.

Visual data offered the potential to identify suspects and track their actions before and after the murder.

"On August 10, 2018, in the early hours of the morning, Safet Bajri (Rustemi), Astmer Bilali and EA, Safet Bajri's girlfriend, set off towards Shkodra in two vehicles, one of the 'Benz' brand with license plate AA 989 TE, used by Safet Rustemi and the other of the 'Volkswagen' brand with license plate AA 383 PN, used by Denis Brajovic," the prosecutor's documents state.

After arriving in Shkodra, Safet Bajri and Astmer Bilali got out of their cars and used a stolen gray 'Benz' vehicle, with license plates AA 760 FX.

The vehicle in which they approached the place where the rented bar of citizen Sokol Lici was located, where almost every day, at the same time, his brother, the victim Fatbardh Lici, who is also the uncle of Ibrahim Lici, would go and drink coffee.

After seeing the victim sitting outside the bar, the vehicle approached him. It is suspected that Astmer Bilali got out of the passenger door and shot him, leaving him dead.

After the crime was committed, investigators tracked the movements of the two perpetrators.

They were seen driving away in their vehicles and then burned the vehicle used during the murder to erase all traces.

After the vehicle was burned, Astmer Bilali traveled to Tirana in a Volkswagen vehicle owned by Denis Brajovic, while Safet Bajri remained in the Dobraç area, where he was seen collaborating with Behar Bajri to cover up the crime.

The Special Prosecution Office has concluded that Fatbardh Lici was executed by Astmer Bilali and Safet Bajri, while Behar Bajri Bajrović has been identified as the organizer of the murder.

According to investigations conducted by the investigative group, the murder of Fatbardh Lici was staged by Behar Bajri, who sought revenge against Ibrahim Lici.

"From the communications conducted, it appears that citizen Boran Berçana was an acquaintance of the person under investigation Behar Bajri and citizen Gjin Boriçi, where the latter stated that he had a brother. The person under investigation attributed the murder of citizen Boran Bërçana to citizen Ibrahim Lici and for this reason began to plan and prepare a conflict between citizen Ibrahim Lici and Astmer Bilali. Since from the communications conducted with Ibrahim it appears that the latter is difficult to meet, he prepared the murder of the family members of citizen Ibrahim Lici, specifically, his uncle Fatbardh Lici, since the latter constantly consumed coffee at the usual time, in the bar rented by citizen Sokol Lici", the prosecution argues.

Based on the evidence collected during the investigations, the Special Prosecution Office has addressed the Special Court with a strong request to impose the security measure "prison arrest" for Behar Brajović, Astmer Bilal and Safet Rustemi.

This request is based on the prosecution's belief that there is sufficient evidence indicating their involvement in criminal offenses including premeditated murder and participation in organized crime.

"The murder was planned, prepared and organized by the persons under investigation, under the direction of Behar Bajri, for the purpose not only of revenge for the murder of citizen Boran Berçana, but also due to conflicts over possession of the territory between these two families that operate and have activities in the city of Shkodra," the court's decision states.

The prosecution's evidence and accusations have been contested by Safet Bajri's lawyer, who considered the prosecutors' findings outdated and his client innocent.

According to the lawyer, three judicial bodies evaluated the evidence and at the end of the trial his client was declared innocent.

"The evidence that was used to issue this security measure is already old evidence and has been investigated by 2 groups of prosecutors and evaluated by 3 judicial bodies and has failed to accuse the client I protect, Safet Bajri, neither for this incident related to the murder nor for other events. I must emphasize once again that in order to reopen a closed case, new evidence is needed that is taken in harmony with each other," said lawyer Sokol Tahiraj, who insists on the presumption of his client's innocence until the opposite is proven./ Shteg.org
