The businessman Ilir Rrapaj arrived at the Presidency of the Assembly with handcuffs in his hands and surrounded by policemen as he is expected to give his testimony to the Investigative Commission for Health.

Ilir Rrapaj, who is in prison for a 100 million euro sterilization concession, has been released from his cell for a few hours to testify at the Parliamentary Commission for Check Up and Sterilization.

The 10-year concession was granted to the company SaniService, a merger of companies where Ilir Rrapaj with his company Investital LLC is the main shareholder, alongside the Italian companies "Servizi Italia", "Tecnosanimed" and "U.Jet Srl" of Staccini, of Umbro Staccini.

The businessman has been under arrest since August 16, 2024, while the former Deputy Minister of Health Klodian Rjepaj is also under arrest.
