Ended his life in the security block, AHC: Drug-using prisoner, doctor gave him

Following the serious suicide in the Security Block at the Local Police Directorate in Tirana, on May 13th in the security block of Donald Greku , the Albanian Helsinki Committee has reacted with an official statement.

According to the AHC, the late  Donald Greku had claimed at the time of his arrest that he was a user of hard narcotics such as heroin and cocaine, but in the absence of the institution's doctor, the Security Block staff sent him to the emergency room of the QSUT.

The toxicologist issued a prescription stating that the 46-year-old was in a state of drug addiction and referred him to be followed by the Security Block doctor, but the prescription did not specify the medication he should take.

The Greek had requested Methadone several times, but was only given the sedative Xanax.

"On the same day, at 3:30 PM, the institution's doctor gave the detained citizen the sedative Xanax. After taking the medication at 7:10 PM, on 11.03.2025, he complained of some concerns that he was not in a good condition, that he was in pain and asked to be given Methadone. After this complaint, the doctor recommended to the security officer that he be given Xanax again. Asked by the observers why he had not given Methadone, the Security Room doctor explained that the report of the toxicologist specialist does not mention the preparation that should have been used," the AHC statement reads.

Another issue identified was the lack of continuous supervision.

"It does not appear that the room was checked every 3-5 minutes, as required by the procedures," the Helsinki Committee states, adding that the bell button for communicating with the staff was not working.

Helsinki's reaction:

According to the media on 13.03.2025, citizen DG committed suicide in the Security Block of the Tirana Local Police Directorate.

Based on the above notification, AHC on 17.03.2025, through a group of observers, verified the circumstances of this suicide on site. As a result of this monitoring, it resulted that:

Citizen DG was detained on suspicion of committing the criminal offense of theft.

Since then, he has claimed to be a heavy drug user (cocaine, heroin). For this reason, the Security Block staff (in the absence of the institution's doctor) sent him to the emergency room of the QSUT and after the visit, the toxicologist doctor issued a prescription in which it was noted that the citizen was in a state of drug addiction and referred him to be followed by the Security Block doctor. The prescription did not indicate the medication he should take.

Citizen DG, after returning to the Security Block, was visited by the institution's doctor. The medical visit book noted "narcotic, unregistered at the Aksion Plus Center", but it did not state whether or not he should be given medication.

On the same day, at 3:30 PM, the institution's doctor gave the detained citizen the sedative Xanax. After taking the medication at 7:10 PM, on 11.03.2025, he complained of several concerns, saying he was not in good condition, that he was in pain, and requested that he be given Methadone.

After this complaint, the doctor recommended to the security officer that the father be given Xanax again. Asked by the observers why he had not given him Methadone, the Security Room doctor explained that the report of the specialist toxicologist did not mention the drug that should have been used.

The Albanian Helsinki Committee requests the State Police to create working groups to assess conditions in security rooms and to draft special protocols for the treatment of detainees addicted to narcotics.

Donald Greku, 46, was arrested for stealing at least 4 wallets in the urban areas of Tirana and was found dead at around 01:20 on March 13, 2025, by police officers in his cell in the Security Block.

The man was found hanging himself with a piece of clothing he had torn from the overalls he was wearing, on the window screen of the room.
