95 official requests from foreign authorities were addressed to the Special Prosecution Office during 2025, for Albanians involved in criminal groups outside the territory of our country. There are 25 more letters of request, compared to 2024.
The increasing number of these requests for more information on Albanian territory regarding the investigations that foreign authorities are conducting against Albanians involved in crimes abroad is also related to the expansion of the map where these groups are operating, all the way to Latin America, especially in cocaine trafficking.
Of these, 68 requests were executed, while 27 others remain in process, mainly due to the investigative complexity and the large number of actions required.
According to SPAK's 2025 report, the most active partner is Belgium, with 24 requests in total, accounting for more than a quarter of all letters of request coming from abroad. Not in vain, as powerful cocaine trafficking networks from Latin America land in Belgian ports, a large part of them led by Albanians.
Belgium is followed by Germany with 16 requests, Italy with 15, France with 10, while England and the Netherlands sent 5 requests each. Spain follows with 4 requests, Kosovo with 3, while the USA, Romania and Greece each sent 2 requests. Norway, Sweden, North Macedonia, Luxembourg, Bulgaria and the Czech Republic also sent 1 request each.
A lower volume of letters of inquiry is seen by SPAK towards international partners, within the framework of investigations into Albanian criminal groups abroad.
During 2025, the special prosecutors sent 156 letters of request out of 163 in 2024, to partner countries. Of this total, more than a third have been executed, while the rest are still in process. The largest number of requests from SPAK is held by France, with 55 letters of request, the country with which it has collaborated closely in the dismantling of the encrypted communications of the “SkyECC” platform, which played a key role in the crackdown on several criminal organizations.
Following France are the Netherlands with 12 requests, Italy with 8, Kosovo with 7, while Belgium, Greece and Switzerland received 6 requests each.
Subsequently, SPAK also requested assistance from Germany, Montenegro, Ecuador and Spain with 5 requests each, while the USA, England and Brazil with 4 each. Austria and Colombia received 3 requests each, while Slovakia, North Macedonia and Turkey with 2 each. 1 letter of request was also sent to Denmark, Bulgaria, Portugal, Serbia, Czech Republic, Luxembourg, Poland, Cyprus, Dominican Republic, Canada, Peru and Paraguay./shqiptarja.com
