Along with the decision, an environmental interception between Fredi Beleri and Arsen Rama has been published.

On 11.05.2023, in the morning, a meeting was held between the citizen Arsen Rama and the defendant Dhionisios Alfred Beleri outside the premises of the bar, where according to the intercepted environmental conversations, they talked about the list and the people on it, as and how he would give the monetary amount.

On 10.05.2023, the citizen Arsen Rama communicated by phone with the defendant Dhionisios , Alfred Beleri , and told him that he had given the list to his secretary.

Dhionisios Alfred Beleri told him that he would verify such a thing and they would communicate again together to meet. Following this conversation, again on 10.05.2023, they met each other in the "Potam" neighborhood, outside the premises of the "G..." bar, where, according to the intercepted conversations, they talked about the list of 13 people submitted and the monetary amount that each of them should have received in exchange for voting for the candidate Dhionisios Alfred Beleri.

In this conversation, this defendant promised citizen Arsen Rama that he would pay the amount of 50 euros per person and 300 euros for him.

INTERCEPTIONS BETWEEN BELER AND KOVAVESHI

The interceptions and communications on "WhatsApp" with Fredi Beleri and Pandeli Kokaveshi before they were arrested for buying votes in Himare have been revealed. In the GJKKO file, it is said that Fredi Beleri has opened a "WhatsApp" group, where he asks for help to win the elections.

In the file provided by the PanoramA newspaper , the persons communicate about obtaining the Greek documents of some citizens, who in return will vote for Fredi Beleri.

Në datën 16.01.2023 ora 16:40:12 i pandehuri Dhionisios Alfred Beleri nga numri 355695399675 ka shkruar: “Mirëmbrëma të gjithëve dhe të gjithave!

Në kuadër të përgatitjeve për zgjedhje lokale do të donim t’ju luteshim të na dërgoni numrat e telefonave dhe të dhënat e telekomunikimit me miq, shokë, të afërm ose njerëz me prejardhje nga cilido fshat i Bashkisë Himarë, të cilët mund të na ndihmojnë në betejën tonë dhe që jetojnë tani ekskluzivisht në dy qytete: Në Tiranë dhe në Vlorë, pavarësisht nëse votojnë në Himarë ose jo. Himara je ti”.

Pas këtij mesazhi, anëtarët e grupit fillojnë të dërgojnë emra dhe numra telefonash të personave të ndryshëm.

DËSHMIA E DËSHMITARIT

Dëshmitari “kyç” në dosjen e Fredi Belerit, kryebashkiakut të zgjedhur të Himarës, ka rrëfyer pse mori vendimin për ta denoncuar në polici.

Në dosjen e plotë hetimore është publikuar dëshmia e Arsen Ramës, i cili tregon me detaje njohjen me Fredi Belerin. Në një moment kur ai e ka takuar për t’i çuar peshk në lokal, e ka pyetur Belerin si po i ecën fushata.

Ai i është përgjigjur “se po i ecën mirë, por na gjej ca persona kundrejt 50 eurove”. Pas kësaj bisede të bërë me Fredi Belerin, Arsen Rama thotë se ka shkuar për të takuar shefin e komisariatit, ku edhe më pas kanë rënë dakord për një marrëveshje.

Arsen Rama tregon se pasi policia i ka vendosur disa aparatura, ka shkuar sërish për të takuar Fredi Belerin, të cilit i ka thënë se i ka gjetur 15 persona.

Madje ka hartuar edhe një listë me 13 emra, shumica familjarë të tij dhe i ka çuar te sekretarja.

Arsen Rama në rrëfimin e gjatë dhe gjithë përsëritje të dhënë në prokurori, dëshmon se si ka operuar përgjatë gjithë kohës që ka qenë me pajisjet përgjuese të policisë në trup.

Ndonëse ai nuk mbante mend asnjë datë kur është takuar me policinë, as me ‘viktimat’ e tij, ai ka treguar se pasi ka dalë fakti që ai ka përgjuar Belerin, ka marrë kërcënime të shumta derisa, sipas tij i kanë fundosur edhe varkën e peshkimit.

Rama mohon të ketë marrë ndonjë premtim nga policia apo prokuroria në momentin që ka nënshkruar marrëveshjen e përgjimit, por në fund dëshmon që ka marrë një shumë të hollash si shpërblim.
