Kateshi's injury was severe, a bullet had knocked out his left eye. Later, during medical treatment, he underwent cosmetic surgery, placing a goat's eye in the damaged eye.
For the Kateshi gang, this attack was not the loss of a war, but a crushing defeat that marked the beginning of their downfall. The Kuçi family survived thanks to the military skills of one of their own, showing that gang violence did not always go unanswered.
A few months after this event, Colonel Edmond Koseni was appointed head of the Elbasan police. He was not an ordinary officer, but a determined fighter who created a trusted operational group of friends, comrades and the toughest boys of the police, including individuals from Peqin, Tepelena, and Rrogozhina. Part of this group was also Roland Rexhepi, known as “Doda”, a boy from the “Banesa” neighborhood, a neighborhood in which Tan Kateshi’s group committed several massacres.
"The state also reacted strongly in 2004 by creating the Serious Crimes Prosecutor's Office and the Serious Crimes Court, which have always been in special cases, directly formed to deal with the trials of criminal offenses in cases of organized crime ," said Saida Dollani, President of the Special Court of Appeal.
In a city where Kateshi's gang had become untouchable, Koseni decided to strike with violence and terror, just as the gangs had done for years. The first operation took place in the heart of Elbasan, in the "Kala" neighborhood, where police arrested Cajup Kasa, a key member of the gang, caught red-handed with a Kalashnikov.
He was found lifeless in the prison cells of the hospital, where he had been transferred after his arrest. Officially, the authorities of the time said that he had hanged himself. But his family and friends have denied this official information. According to them, Kasa had no marks on his neck.
After Kasa's arrest, the other members of the gang began to hide and no longer openly appear in the city. Dritan Kateshi became the target for arrest. The police had received information that the wanted man was in his apartment, which is located a few meters from the police station.
Koseni, who was in charge of the operation, decided to surround the entire palace and evacuate the residents, due to fear of a gunfight.
But what happened was unbelievable. Dritan Kateshi managed to escape the dozens of special forces stationed around the palace by disguising himself as a woman. Witnesses at the time say that he emerged from the main door dressed in women's clothing, walking through the crowd of residents, who were being evicted by order of the police.
The spectacular escape did not stop the Elbasan police from pursuing him. On the contrary, Colonel Koseni's subordinates at the time say that the colonel took Kateshi's escape as a personal challenge. He constantly sought information about the whereabouts of the gang leader through his informants.
In the fall of 1998, information came that he was hiding in the Allias area in Tirana. Koseni informed only the minister about this information, and then with 60 officers he set off for Tirana. Although the operation was under the jurisdiction of Tirana, Edomond Koseni took charge of the situation and, with his trusted group of fighters, finalized the arrest in a quick and precise action at 3:00 in the morning. After the arrest, a long ordeal of court hearings began, where Kateshi himself and the gang began threatening people of justice.
"There have been judges who have withstood threats while remaining judges in the true sense of the word, who had integrity, impartiality and independence and gave decisions, and in this case they were fair decisions because they were given by an impartial and independent court," said Saida Dollani, President of the Special Court of Appeal.
The arrest by the Elbasan police, in an area that was under Tirana's jurisdiction, brought jealousy to the chief of the Tirana police station, who at the time stated that the Tirana police also had the information.
"We had information and had notified the anti-terrorist unit, but Koseni, along with his trusted group, came and arrested him personally."
After his arrest, Dritan Kateshi was not immediately taken to prison. Koseni publicly exposed him, displaying him in the neighborhood where he had lived. He walked with his head bowed among armed police officers. For many, this scene was a demonstration of force, a way to show that the state had regained control of the city. On the streets where Kateshi had once moved like a crime lord, he now walked like an ordinary detainee...
The demonstration parade with the strongman Tan Kateshi was a message that if the will of the state exists, there is no gang that can challenge the order and peace of society...
"In 1997, the people were armed, and it was not for nothing that they were called a criminal gang, because weapons were clearly seen in their hands, now weapons are no longer seen in the hands of criminals. Crime has undergone another dimension, it has developed in the sense of laundering the proceeds of criminal offenses by introducing the proceeds from this criminal activity into legitimate economic activity to launder them ," said Saida Dollani, President of the Special Court of Appeal.
