
The combination of wiretaps and conversations on the Sky ECC app have managed to convince SPAK that Behar Bajri, Safet Bajri, and Astmer Bilali are involved in the murder of Fatbardh Lici in 2018.
According to SPAK, the murder was planned by Behar Bajri, who prepared the conflict between Astmer Bilal and Ibrahim Lici. He spoke to the latter on the phone loudly, while he was with other people at the table.
This conversation, according to the SPAK file, is channeled by Behar Bajri so that people around him can hear the conversation, where Ibrahim Lici states that Astmer Bilali has stolen a person's "rickets".
After the conflict arises, Safet Bajri calls Astmer to go to Tirana.
When he arrives, he is told about the fact that Ibrahim called him a thief, and a heated argument begins between them on the phone, with accusations of theft and betrayal between them.
After this conversation, SPAK declares that Safet Bajri and Astmer Bilali left for Shkodra where they executed Fatbardh Lici while he was drinking coffee.
For investigators, this murder was committed not only as revenge for the murder of Boran Bërçana and his partner Silvi Ndoci, but also due to conflicts over territorial possession between two families, the "Bajri" family and the "Lici" family, which operate and have activities in the city of Shkodra.
The file shows that the murder of Ibrahim Lici's uncle was carried out because Ibrahim himself was a difficult target to reach.
According to the Special Prosecution Office, Behar Bajri is trying to blame other people for the murder, a behavior that is repeated for the murder of Gjin Boriç two years later.
He tries to attribute the latter's murder to Ibrahim Lici as a sign of revenge for the murder of his uncle.
