DASH declassifies investigative file against former senior FBI official
Charles McGonigal

The United States Department of Justice has released the file on the investigation into former FBI agent Charles McGonigal.

McGonigal is one of the FBI's most senior officials facing two charges, including for expenses-paid trips to Tirana where he met with Prime Minister Edi Rama and for receiving $225,000 from an Albanian-American.

The conclusions of the investigative file released by the DASH state that: "McGonigal's actions, while serving as a senior FBI official charged with overseeing sensitive counterintelligence and criminal matters, were extraordinary and violated the FBI's core values: the integrity, accountability, and leadership expected of all its employees. Through his scheme, McGonigal intentionally undermined a significant criminal case, violated the public trust, and compromised the integrity of the FBI."

On page 5 of the file, DASH focuses on McGonagall's trips to Albania and the former FBI agent's meetings with Prime Minister Edi Rama.

“We concluded that McGonigal misused confidential information of a case for personal gain and for the benefit of another person, in violation of 5 CFR § 2635.703.

McGonigal also violated FBI Code of Conduct 2.12 and the FBI Ethics and Integrity Policy Guide, which includes the ethical guidelines and prohibitions set forth in the Standards of Ethical Conduct,” the DASH filing states.

McGonigal faces two charges, one in New York and one in Washington, DC, where in the first case she is accused of helping Oleg Deripaska, a Russian oligarch under sanctions, in order to be removed from the list of businessmen sanctioned by the United States government.

In the second case, in the indictment in DC, McGonigal is accused of having benefited from at least $225,000 as well as trips with expenses covered by two Albanians.

The first is referred to in the indictment as Person A, a naturalized Albanian American residing in New Jersey, who is alleged to have been an employee of the Albanian secret services decades ago.

The person in question gave the money to McGonagall, among other things, so that the latter could open an investigation in the US regarding a lobbyist who lobbied "for a different party than that of the Albanian Prime Minister."

The charges against him relate to the fact that he failed to report to the FBI's Officer Integrity Protection System cash benefits and travel expense reimbursements, as well as meetings with foreign officials, including the Prime Minister of Albania.
