On Christmas Eve 2025, the Durana Tech Park staff, with Administrator Florensa Kovaçi, Director of Start-ups Arjan Ymeri, Minister of Economy, Innovation and Culture Delina Ibrahimaj and with the support of the EIT Community, will organize "Meet up Durana".
The event also had some of the residents of the "Durana Tech Park" technology park as participants, but the most important detail was the presence of Arjan Ymer and Florensa Kovaç, as due to the report on Start-Ups we have a possible conflict of interest.
In fact, the collaboration originated with startups that were supposed to go to young entrepreneurs, but which have become a tradition of increasingly going to family members or people connected to high-ranking officials.
Florensa Kovaçi worked as General Director at the Prime Minister's Office and after the opening of the competition for the administration of "Durana Tech Park" she was selected as the administrator of this project together with Gjergji Taho. Previously, in July 2023, Nensi Kovaçi, a person related to Florensa Kovaçi, would establish a business as a natural person for consulting services.
A year later, in July 2024, it would add car rental to its scope of activity. In April 2025, a few months after the appointment of Ms. Florensa Kovaçi as administrator of “Durana Tech Park”, the startup agency under the direction of Arjan Ymer and reporting to the Minister of State for Entrepreneurship and Business Climate, Delina Brahimaj, would announce the list of 83 winning startups of the “Call for Support Measures 2025”.
Confidential sources from the Ministry told "Vetting" that one of the people who benefited from the "Startup", worth 4 million lek, is Florensa Kovaçi's husband, Nensi Kovaçi. The latter would benefit from the startup for business services through business as a natural person.
Regarding this case, "Vetting" contacted the Ministry of State for Entrepreneurship and Business Climate, as well as the Directorate of Startups.
