SPAK has sent to the Special Court the file of the kidnapping and murder of Reni Dobra in Burrel, charged with the three brothers Bushgjokaj and Petrit Hoxha.

The Special Prosecution Office against Corruption and Organized Crime has submitted to the Special Court of First Instance the request for the trial of criminal proceedings no. 181 of 2025, against the defendants:

1. Fation Bushgjokaj

2. Petrit Hoxha (Çakraj),

3. Kristë Bushgjokaj

4. Alexander Bushgjokaj

The four defendants are charged with the criminal offenses: “Kidnapping or hostage-taking of a person”, committed in a special form of cooperation, that of a structured criminal group; “Structured criminal group”; “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by Articles 109/3, 28/4, 333/a/2 and 334/2 of the Criminal Code.

The proceeding was registered for the criminal fact of 8.7.2025, where, according to the results of the investigation, Fation Bushgjokaj, Petrit Hoxha (Çakraj), Kristë Bushgjokaj and Aleksandër Bushgjokaj committed coordinated actions with the aim of kidnapping and holding hostage the citizen RD.

From the video footage of the security cameras and the data of the GPS devices of the rented vehicles and other evidence administered during the investigation, the movement of the defendants in the city of Burrel and on the Klos–Zenisht road axis, in search of the victim, has been documented. According to the investigation, near the place called “Ura e Matit”, the citizen RD was spotted in his Benz vehicle and was followed by the Hyundai Santa Fe vehicle, in which Petrit Hoxha (Çakraj) and Kristë Bushgjokaj were located. It is proven that these have signaled Fation and Aleksandër Bushgjokaj, who were in another vehicle, a Range Rover.

The pursuit continued to a place called "Kroi i Suçit", where at around 21:58, it is proven that the Range Rover vehicle blocked the victim's path. According to the results of the investigation, RD was forcibly removed from his vehicle and, under the violence of the perpetrators, was put into the Range Rover vehicle.

Then, the three vehicles drove one after the other from the city of Burrel towards Ulza and Shkopet, where it is proven that the citizen RD was raped and then killed by the perpetrators of the criminal offense. This is also confirmed by the forensic medical examination report.

According to the investigation, the victim's vehicle, along with his body, was then thrown into the waters of Lake Ulza, with the aim of hiding and disappearing him.

From the analysis of vehicle movements, the examination of cameras near the scene, GPS devices, telephone records and data extracted from the telephone devices of the persons under investigation, it was concluded that the plan for the kidnapping and murder of citizen RD was structured and coordinated, committing the criminal offense within the framework of the special cooperation of the structured criminal group.
