The administrator of the public company "Eco-Elb", Leli Kaja, was arrested this Monday afternoon in Elbasan.

"Investigators of the National Bureau of Investigation (BKH), under the direction of the prosecutor of the case, today, on 5.10.2026, arrested in flagrante delicto the citizen Leli Kaja, administrator of the company "ECO-ELB" j.a., suspected of committing the criminal offense "Passive corruption of persons exercising public functions", provided for by article 259, paragraph 2, of the Criminal Code."

The arrest was carried out in the framework of criminal proceedings no. 108 of 2026, registered on 1.10.2026 by the Special Prosecutor's Office against Corruption and Organized Crime, based on the referral of the BKH. Special investigative methods and simulated actions were used during the investigation.

From the investigative actions carried out up to this stage, it is suspected that citizen Leli Kaja has requested and received from the administrator of an economic operator the amount of 400,000 (four hundred thousand) lek, in the form of illegal gain, in exchange for not performing the duties assigned to him by law as administrator of the company "ECO-ELB" sh.a.

During the personal search, the aforementioned amount was found and seized from citizen Leli Kaja.

"Investigations continue to fully clarify the circumstances of the case and identify other persons involved," SPAK announced.
