The visit of the Israeli Foreign Minister to Tirana and the intensification of political contacts between the two countries are strengthening Albania's relations with Israel, at a time when the war in Gaza has increased international criticism of Benjamin Netanyahu's government. Foreign policy experts see this rapprochement as an opportunity for economic and strategic cooperation, but raise questions about the concrete benefits for Albania and the personal role of Prime Minister Edi Rama.

The visit of Israeli Foreign Minister Gideon Sa'ar to Tirana on October 12 marked another step in the intensification of diplomatic relations between Albania and Israel, which have gained new momentum in recent months, accompanied by high-level political contacts and promises to expand economic cooperation.

During the meeting with their Albanian counterpart, Ferit Hoxha, the two ministers signed a General Cooperation Agreement, which, according to the Ministry for Europe and Foreign Affairs, creates a new framework for the development of concrete partnerships in areas of mutual interest, including economy, technology, agriculture, energy, health and security.

Sa'ar praised the historic friendship between the two countries, recalling the protection that Albanians offered to Jews during World War II. He also reserved special praise for Prime Minister Edi Rama, whom he described as one of the most prominent leaders in the international arena.

"In my view, he is one of the most extraordinary leaders in the world today," he declared.

The visit of the Israeli chief diplomat, at a time when Rama's government is facing a wave of citizen and student protests, follows an intensification of contacts between Tirana and Benjamin Netanyahu's government.

The International Criminal Court issued an arrest warrant for the Israeli prime minister on November 21, 2024, on suspicion of war crimes and crimes against humanity committed during the military offensive in the Gaza Strip. The charges include the use of starvation as a method of warfare, murder, persecution and other inhumane acts. Netanyahu has denied the charges.

In January of this year, Rama paid an official visit to Israel, where he met with Netanyahu and delivered a speech in the Knesset, the Israeli parliament, receiving a special reception from the country's authorities.

The diplomatic rapprochement is being consolidated at a time when Israel faces strong international criticism for the war in Gaza, while a number of European countries have hardened their stances towards the policies of Netanyahu's government.

Altin Gjeta, a political science researcher at the University of Birmingham, is more critical of the motives for this rapprochement, who questions whether the intensification of relations is part of a genuine state strategy or an initiative mainly related to the political ambitions of the prime minister.

“The concern remains whether this new relationship is the result of a personal policy of the prime minister or a strategic undertaking,” he told BIRN.

Gjeta believes that strengthening relations with Israel could serve Albania's interests, but argues that so far no concrete benefits have been evident to justify the intensity of political engagement.

According to him, this rapprochement also serves Rama's effort to maintain his international profile and increase his political weight beyond Albania's borders.

"In the absence of its former brilliance in the West, it seems that Prime Minister Rama is seeking attention in the Middle East beyond our power as a state," said Gjeta.

"As always, he projects power for political relevance, but in essence, this has not brought any tangible benefits to Albania," he added.

Despite these reservations, experts do not foresee direct and significant consequences for Albania's relations with the European Union or other allies, including Turkey, which maintains a critical stance towards the Israeli government over the war in Gaza.

The rapprochement with Israel may create discontent in some Arab countries, but according to them, this is not expected to necessarily translate into significant diplomatic costs, considering that some of these countries also maintain relations and forms of cooperation with Israel. (BIRN)
