A study conducted in 2022 by the German experts of GIZ - the German development agency - on the possibility of applying free public transport in Tirana, has highlighted some inherent reasons why this solution is not appropriate and is impossible to be realized in the Albanian capital.
The study in question, drawn up by experts from GIZ and SUTI (Sustainable Urban Transport in Tirana), with the support of the German government, points out that the free public transport scheme is unlikely to be the optimal solution for achieving sustainable transport in Tirana.
According to him, the cost needed to implement free public transport, including the necessary improvements, ranges from 91.5 million euros to 114.1 million euros. A figure which is unaffordable today from the finances of the Municipality of Tirana.
German experts point out that even those few countries, which have free public transport, such as Luxembourg or the city of Dunkirk, the service was previously subsidized at 90% of its cost; meaning they only funded 10% of the cost to make it free.
They point out that free public transport would not have any major impact on mobility in the city, bringing to attention the case of Tallinn, where after transport became free, only 3% of citizens left their private cars.
The study suggests that, in fact, public transport in Tirana needs to improve the quality of service, increasing the capacities, renewing the fleet, expanding the network and improving customer service.
Also, German experts say: "The free public transport scheme should not be financed by funds coming from other projects".
