Electoral reform/ CEC demands stronger rules, SP and DP demands revealed!

Politics has sat down to write the new rules of the game for elections.

Commissioner Ilirjan Celibashi requested that the new electoral code set clear boundaries so that state resources are not used for electoral purposes.

'The Code should explicitly provide for the principle of separation between the state and the ruling party, as a standard of electoral administration and not as a political principle. In many OSCE countries, this is a principle with constitutional or legal value. A new regulatory philosophy is needed. This philosophy should be based on three fundamental principles. The law should be clear. Supervisory powers should be effective and accountability should be real and proportionate,' said Commissioner Celibashi.

Striking a balance between the state and the ruling party for the majority is a difficult equation, but not impossible.

Meanwhile, Damian Gjiknuri emphasized: How to achieve a fair balance between the need to govern, but at the same time not to create unfair advantages. It is a sometimes difficult balance, because I do not believe that any absolute solution yields results in favor of the elections. Let's come up with a legal package within this year.

In the presence of international experts, the opposition declared war on the patronage Nazis and demanded sanctions for lawbreakers.

Oerd Bykykbashi said: We also have regulatory acts, but in the end the number of complaints does not correspond to the number of sanctions. We cannot continue to make the framework more and more burdensome, while, on the other hand, nothing is implemented.

At the roundtable on preventing the misuse of state resources, OSCE and EU representatives called for dialogue so that the parties can make the necessary legal changes to guarantee a level playing field./Tch
