Rama: Unannounced inspections are ending, fines will be the last resort

Prime Minister Edi Rama has announced that the way inspections are conducted will change, requiring inspectors not to go to entrepreneurs with the aim of identifying errors and punishing them, but to orient them and help them correct violations and meet standards.

After meeting with the Minister of Economy and Innovation, Delina Ibrahimaj, and the Inspector General, Dashnor Sula, Rama emphasized that the approach to punitive measures must also change.

According to the Prime Minister, fines should be considered a last resort, and not used as a means of pressure or blackmail against entrepreneurs.

"Inspection controls must pass the test of trust. There should no longer be any unannounced inspections. The inspectorate does not come to the door of a business as a crime scene, but as the state that notifies, supervises and helps you correct yourself. Our goal is not to catch subjects in error, but to help them improve and meet standards.

The fine is the last weapon, not the first. Never a blackmailing spat on the entrepreneur's neck. Whoever issues the fine before the good word, is not protecting the state. Whoever receives an unannounced inspection for a routine check, must immediately report it to the inspector general.

"We can only establish this right together. Soon, every inspector who knocks on the door of a taxpayer on behalf of the state will be equipped with intelligent body cameras and dressed in uniform, and he will know that he is being watched at every minute," said Rama.
